Anoka County is seeking a Human Resources Business Partner (HRBP) focused on recruiting, particularly within College Relations. This role involves driving the County's recruitment strategy, emphasizing campus recruitment and building relationships with colleges and universities. The HRBP will also provide general HR support in performance management, employee relations, and organizational development, ensuring a strong and diverse talent pipeline for the County's workforce. This is a full-time, exempt, hybrid position based at the Anoka County Government Center.

  • Educate and partner with department leaders to formalize and implement internship and college hire programs.
  • Lead the County's college relations recruiting strategy, focusing on building relationships with colleges and universities.
  • Oversee the recruitment process for assigned departments, including job postings, candidate screening, interviews, and managing job offers.
  • Develop and maintain partnerships with colleges, universities, and career services offices.
  • Create and execute targeted recruitment campaigns to attract top talent.
  • Monitor and report on recruitment metrics, ensuring progress towards diversity, equity, and inclusion goals.
  • Provide strategic counsel on HR programs such as employment, compensation, EEO, training, and employee relations.
  • Ensure compliance with federal, state, and local regulations and labor agreements in employment practices.
  • Perform compensation-related responsibilities, including salary surveys and market analysis.
  • Develop and consult on training and performance management programs.
  • Oversee updates and maintenance of job descriptions and postings.
  • Conduct investigations and advise management on employee issues and conflicts.
  • Prepare and analyze data for collective bargaining and union interests.
  • Support HR Department in developing objectives and policies.
  • Define and execute HR strategies to accomplish county and department objectives.
  • Develop workforce plans and maintain understanding of external trends affecting workforce targets.
  • Serve as a liaison between employees and vendors for technical assistance.
  • Provide leadership, coaching, and mentoring to assigned subordinate groups.
  • Bachelor's degree and at least 2 years of job-related experience.
  • Equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Degree in Business Administration, Human Resources, or related field.
  • Knowledge of recruiting principles.
  • Ability to administer benefit plans and leave policies.
  • Knowledge of Equal Employment Opportunities and employment laws.
  • Strong communication and interpersonal skills.
  • Experience coordinating and administering employee relations activities.
  • Ability to handle confidential information with discretion.
  • Analytical and problem-solving skills.
  • Professional designations with SHRM -SCP, SPHR.
  • Salary range of $60,819 to $72,966 ($29.24 to $35.08 per hour).
