About the position

The City of Santa Ana is seeking a dedicated and results-oriented individual to fill the role of Part-Time Human Resources Communications Specialist. This position is crucial in supporting the Human Resources Department by planning, coordinating, and implementing the department's information and communication programs. The specialist will be responsible for informing both employees and the public about the department's activities and services, ensuring that communication is clear, effective, and engaging. In this role, the incumbent will oversee various communication platforms, including social media, the department's website, and print materials. The specialist will lead efforts in media design, web management, and content production, aiming to generate online interest in department programs and initiatives. This includes developing and maintaining online content, planning and implementing public information campaigns, and ensuring consistent branding across all communication mediums. The position requires a proactive approach to managing public inquiries and media relations, as well as the ability to write and edit various publications, including newsletters, brochures, and press releases. The specialist will also be tasked with monitoring program expenditures and managing online media accounts. This part-time role allows for a flexible work schedule, with the expectation of working up to 19 hours per week, making it an excellent opportunity for individuals looking to contribute to public service while balancing other commitments.

Responsibilities

  • Oversee the Human Resources Department employee and public communication platforms.
  • Lead efforts in information media design, website management, web development, print layout, content production, social media maintenance, marketing, and advocacy programs.
  • Develop and implement strategies to generate online interest in department programs and initiatives.
  • Develop and maintain department online content and manage the department website and social media sites.
  • Plan, coordinate, and implement specialized public information and education campaigns.
  • Develop campaign and media plans, strategies, and content in collaboration with department staff.
  • Design, edit, and distribute digital and print publications and materials for department functions and events.
  • Write narratives, articles, and media releases regarding department activities, services, programs, and functions.
  • Maintain the department brand internally and externally, ensuring consistent branding.
  • Develop and implement systems and procedures for the department's information program.
  • Monitor program expenditures and manage online media accounts and subscriptions.
  • Respond to internal and external public and media inquiries, problems, and complaints.
  • Write scripts and prepare presentation materials; coordinate activities with subject matter experts.

Requirements

  • Two years of progressively responsible professional experience in public or community relations, preferably with some experience in human resources administration.
  • A Bachelor's degree from an accredited college or university with major course work in Journalism, Communications, Public Relations, Human Resources, Public Administration, Business Administration, or a related field.

Nice-to-haves

  • Possession of a Master's degree from an accredited college or university with major course work in Journalism, Communications, Public Relations, Human Resources, Public Administration, Business Administration, or a related field is highly desirable.
