About the position

The Human Resources Compensation Analyst serves as the Classification and Compensation Specialist for assigned Districts/Sections within the Department of Transportation and Development (DOTD). This role involves planning and evaluating the effectiveness of DOTD's job classification and compensation programs, working under the direct supervision of the Classification and Compensation Supervisor. The analyst utilizes independent judgment and discretion, and may present before DOTD's Standing Committee on Human Resources. A strong understanding of Civil Service Rules and DOTD policies, along with excellent communication and analytical skills, is essential for success in this position.

Responsibilities

  • Consult with and advise District HR, Supervisors, Appointing Authorities, Office Heads, and Executive Staff on classification issues.
  • Assist in the position description process, including submission to Civil Service for final review and position allocation.
  • Review position descriptions and ensure accurate position allocation according to established criteria.
  • Maintain the Department's central position description files and ensure they are accurate and up-to-date.
  • Conduct position audits and draft reports with recommendations to address classification issues found during audits.
  • Consult with and advise on compensation issues and recommend appropriate mechanisms to address them.
  • Prepare position papers detailing HR recommendations for review and approval by the Undersecretary and/or SCHR.
  • Conduct salary surveys to determine market pay for specific job titles and make recommendations based on findings.
  • Generate turnover reports and analyze them to make recommendations on solutions to address significant levels of turnover.

Requirements

  • A baccalaureate degree or six years of full-time work experience in any field as a substitute for the degree.
  • Strong analytical skills and knowledge of Civil Service Rules and DOTD policies.
  • Highly developed written and oral communication skills.
