About the position

The City of Savannah is seeking a Human Resources Compensation & Data Manager to join our Office of Human Resources. This full-time position is designed for a forward-thinking leader who will partner effectively with senior stakeholders and manage the Compensation & Data team. The role is critical in supporting the organization's compensation, classification, and data reporting activities, which are essential for maintaining the integrity and effectiveness of our HR agenda. The position is characterized by a high level of complexity and a broad scope of responsibility, particularly in handling sensitive and confidential matters. The successful candidate will be expected to exercise independent judgment and engage in interactions with city management, department heads, employees, and citizens, ensuring that all HR functions align with the city’s strategic goals. In this role, you will supervise assigned staff, directing their work, providing counseling and discipline as necessary, and completing employee performance reviews. You will also be responsible for recruiting, appointing, and training staff within the Compensation & Data program. Additionally, you will develop goals, objectives, and strategies for the program, as well as make annual budget recommendations for the division. Your expertise will be crucial in administering the job evaluation program, conducting pay studies for both exempt and non-exempt positions, and ensuring compliance with the Fair Labor Standards Act and other relevant regulations. The position requires performing ad-hoc analysis and reporting, which includes employee demographics, costing studies, forecasts, and organizational analysis. You will utilize data and analytical insights to enhance existing HR programs, including Classification and Compensation, Learning and Organizational Development, Benefits, Employee Relations, Risk Management, and Talent Management Programs. Furthermore, you will prepare and distribute visually compelling narratives using complex data and analytics to support HR management and the organization in presenting findings and proposed solutions. As the administrator of the annual compensation and classification review program, you will monitor and maintain all HR information systems, ensuring they are processing correctly and that position control changes are accurately reflected. You will consult with department heads regarding job classifications and budget service enhancements, and you will also develop training related to new or upgraded HR information systems. Responsibilities

  • Supervises assigned staff; directs work; counsels and disciplines staff; completes employee performance reviews; recruits, appoints, and trains staff.
  • Develops goals, objectives, and strategies for the Compensation & Data program.
  • Develops annual budget recommendations for the division.
  • Administers job evaluation program; conducts pay studies of exempt and non-exempt positions to ensure internal and external equity as well as compliance with the Fair Labor Standards Act and other federal, state, and local regulations; documents findings, provides recommendations for grade determinations and maintains records of validity of evaluation results.
  • Performs ad-hoc and analysis reporting, including but not limited to, employee demographics, costing, studies, forecasts, system and organizational analysis, and work flowcharts.
  • Uses data, research, and analytical insights to both build and improve existing Classification and Compensation, Learning and Organizational Development, Benefits, Employee Relations, Risk Management and Talent Management Programs.
  • Prepares and distributes visually stimulating and compelling narratives by using complex data and analytics, through worksheets, reports, summaries, charts, slides, graphs, and other visual aids to support HR Management and the organization in presenting findings, proposed solutions and telling their story.
  • Coordinates the annual compensation and classification review program, serving as the administrator in completing the process.
  • Monitors and maintains all HR information systems; creates or updates tables and policies, develops system controls, and ensures systems are processing properly.
  • Creates positions and manages position control related changes in the HR information system; in coordination with the Budget department, prepares, logs, and ensures position changes are correctly reflected in the HR information system.
  • Consults with Department Heads and Supervisors regarding requests for new or revised job classifications, budget service enhancements, and prepares job descriptions.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments and keeps management updated on such trends.
  • Develops training related to new or upgraded HR information systems, trains HR staff on HR information system user functions, system utilization, and report queries.
  • Performs other related duties as assigned.

Requirements

  • 3 years of experience in Human Resources at a senior level.
  • Demonstrated leadership skills and experience in managing teams.
