About the position

The Human Resources Director (Chief Negotiator) for the Employee Relations Branch at the Hawaii State Department of Education is responsible for leading collective bargaining negotiations and overseeing employee relations. This role involves representing the Superintendent in negotiations, directing personnel programs, and ensuring compliance with contractual obligations. The director will also provide technical services and support to various stakeholders within the department, while managing the branch's budget and personnel actions.

Responsibilities

  • Represent the Superintendent of Education in collective bargaining negotiation sessions and employer caucus meetings.
  • Serve as the lead negotiator for BU 5 and BU 6.
  • Administer, direct, and coordinate research and technical information for negotiation teams.
  • Develop and analyze employer negotiating positions and suggest counter-proposals to union proposals.
  • Review and approve the operating budget and monitor expenditures for the branch.
  • Oversee the development and implementation of policies, procedures, and guidelines governing the branch.
  • Supervise the Consult and Confer process with union representatives on employee relations matters.
  • Conduct special studies and make recommendations to leadership regarding labor relations problems.
  • Assist or represent the Assistant Superintendent in presenting information to various stakeholders.
  • Perform other related duties as assigned.

Requirements

  • Minimum of 2 years of experience in a senior-level HR role.
  • Strong presentation skills.
  • Experience in collective bargaining and employee relations.

  • Knowledge of state and federal labor laws.
  • Experience in public sector HR management.
