About the position

The Human Resources Director at Columbus & Franklin County Metro Parks is a senior leadership role responsible for overseeing the Human Resources Department. This position involves setting strategic direction, managing HR functions, and ensuring alignment with the organization's mission and goals. The director will supervise HR staff, engage in all aspects of the employee lifecycle, and provide guidance to management on HR policies and employee relations. The role emphasizes collaboration, team building, and effective communication to foster a positive work environment.

Responsibilities

  • Directly supervise Human Resources staff and manage HR functions including assigning work, scheduling, and evaluating performance.
  • Engage in all aspects of the employee lifecycle including recruitment, retention, onboarding, training, and performance management.
  • Communicate with applicants and ensure fair hiring processes while analyzing recruitment data.
  • Meet regularly with Metro Parks' Directors to discuss HR topics and establish action plans based on organizational needs.
  • Manage HR-related policy review and development, providing consultation on dispute resolution and performance issues.
  • Oversee the recruitment and hiring process, including screening applicants and coordinating with management on recruitment needs.
  • Serve as the liaison to Franklin County for benefits, wellness, and worker's compensation issues.
  • Review benefits options and ensure they align with industry standards for recruitment and retention.
  • Act as chief negotiator in the collective bargaining process and maintain relationships with union members.
  • Develop and administer the HR Department budget and oversee FMLA processes.
  • Serve as ADA coordinator and manage the Drug & Alcohol program.
  • Direct special personnel programs such as internships and community outreach.
  • Prepare monthly reports for the Board of Park Commissioners and advise on HR issues.

Requirements

  • Bachelor's Degree in Human Resources, Labor Relations, Public Administration, or related field.
  • Extensive experience in a supervisory/management-level Human Resources position, preferably in a governmental organization.
  • Demonstrated experience in conflict resolution and maintaining confidentiality.
  • Strong communication skills, both verbal and written, with the ability to interact with various stakeholders.
  • Proficient in Microsoft Office and HR-related software, with experience in payroll systems preferred.

Nice-to-haves

  • Experience with Neogov and MUNIS systems.
  • Knowledge of timecard and leave usage applications.
  • Demonstrated presentation skills to groups and individuals.
