About the position

The Human Resources Employee Services Manager at the San Francisco Municipal Transportation Agency (SFMTA) plays a crucial role in overseeing various HR functions within the agency. This position is appointed under the Permanent Exempt category, meaning it is not subject to the competitive Civil Service examination process and operates at the discretion of the Appointing Officer. The manager will be responsible for four key program areas within SFMTA Human Resources, primarily focusing on the hiring process for Transit Operators, managing background checks, and serving as the Custodian of Records for the agency. In this role, the manager will oversee the hiring process for 300 to 500 Transit Operator vacancies annually, ensuring compliance with the rules and policies established by the San Francisco Civil Service Commission. This includes supervising HR staff in processing personnel actions, preparing necessary documentation, and managing the conviction history and background check processes for over 500 candidates each year. The manager will also be responsible for training and evaluating personnel involved in fingerprinting and background checks, ensuring that all procedures are followed accurately and efficiently. As the Custodian of Records, the manager will handle the security, storage, dissemination, and destruction of personnel records, acting as the primary contact for such records. This includes managing subpoenas and public record requests, ensuring that all documentation is maintained and processed in a timely manner. The manager will also be tasked with continuously reviewing HR processes to identify opportunities for improvement and efficiency, preparing reports and presentations for stakeholders, and assisting in the development of operational policies to enhance the agency's HR functions. Overall, this position requires a strong leader who can effectively manage a team, ensure compliance with various regulations, and contribute to the efficient operation of the SFMTA's Human Resources department.

Responsibilities

  • Manage the hiring process for 300 to 500 Transit Operator vacancies per year.
  • Supervise HR staff in processing personnel actions in accordance with Civil Service rules and procedures.
  • Prepare and process various HR forms and documents, including requisitions, transfers, and onboarding.
  • Manage the conviction history and background check process for over 500 candidates annually.
  • Supervise, train, and evaluate personnel engaged in fingerprinting and background checks.
  • Establish work schedules and distribute workload among HR staff.
  • Develop training guides for staff on document processing and computer program operations.
  • Supervise the operation of Live Scan and electronic fingerprinting equipment.
  • Organize and track fingerprint and background information, ensuring data exchange with law enforcement agencies.
  • Serve as the Custodian of Records for SFMTA, managing personnel records security and dissemination.
  • Accept and process subpoenas and public record requests, ensuring timely documentation.
  • Plan, assign, and inspect clerical work of subordinate employees, reviewing for completeness and compliance.
  • Continuously review HR processes for efficiency and effectiveness, providing clear directions to staff.
  • Prepare reports, memoranda, and correspondence; make presentations to stakeholders.
  • Assist in developing and implementing operational policies for the agency.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Three years of experience in recruitment, examinations, classification and compensation, employee relations, benefits administration, or HR operations.
  • Ability to pass a background check with the Department of Justice (DOJ) after appointment.
