About the position

The Human Resources Generalist 1 position within the Office of Human Resources Management in Kanawha County is a full-time, permanent role that serves as a Benefits Coordinator for various departments including the Office of Shared Administration, Department of Health, Department of Health Facilities, and Department of Human Services. This position operates under limited supervision and is responsible for coordinating employee benefits such as medical, life, dental, and vision insurance. The role requires interpreting and applying relevant State, Federal, and Department laws, rules, policies, and regulations to ensure compliance and accuracy in benefits administration. In this role, the Benefits Coordinator will assist new, current, and former employees with their benefits inquiries, ensuring that all forms are complete and accurate. The coordinator will enter enrollments into benefits systems and manage payroll deductions through the OASIS HRMPayroll system. Maintaining employee files with benefits information is crucial, as is reconciling and auditing benefit invoices, coding them to the appropriate funding sources, and processing payments. The coordinator will also track and create payment invoices for employees on leave of absence and report these employees to PEIA. Communication is a key aspect of this position, as the Benefits Coordinator will liaise with PEIA, FBMC, and other insurance agencies to keep the departments informed and compliant. Additionally, the coordinator will work with the State Auditor's Office and other State agencies to ensure accuracy in benefits administration. The role includes coordinating the annual open enrollment process for department employees, developing training materials, and providing training on benefits to employees. Advising employees on benefits and assisting them in the retirement process are also essential functions of this position. The Benefits Coordinator will collaborate closely with field office representatives and payroll staff to facilitate the enrollment process and ensure the accuracy of employee payroll.

Responsibilities

  • Serve as a Benefits Coordinator for employees within the Office of Shared Administration, Department of Health, Department of Health Facilities, and Department of Human Services.
  • Coordinate employee benefits including medical, life, dental, and vision insurance.
  • Interpret and apply State, Federal, and Department laws, rules, policies, and regulations related to employee benefits.
  • Assist new, current, and previous employees regarding benefits inquiries.
  • Review forms for completeness and accuracy.
  • Enter enrollments into benefits systems and manage payroll deductions in OASIS HRMPayroll system.
  • Maintain employee files with benefits information.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Two years of full-time or equivalent part-time paid professional human resources, payroll, bookkeeping, or accounting experience.
  • Professional supervisory and/or management experience is also qualifying.
  • Valid driver's license may be required.

Nice-to-haves

  • Experience with benefits administration or OASIS system is preferred.
  • Experience in accounting or finance may be helpful.

Benefits

  • Salary range of $30,502.00 - $56,427.00 annually, with a new salary grade effective 08/24/2024 ranging from $35,702 - $61,628.
  • Market rate of $54,918.
