About The Position

The State of Connecticut Department of Administrative Services (DAS) Human Resources (HR) is recruiting for an anticipated opening for a Human Resources Generalist 3 (HR Services Lead) within the Connecticut Technical Education and Career System (CTECS). The Human Resources Generalist 3 will be a working supervisor responsible for supervising, coaching, and developing staff in the agency's HR Services unit. The selected candidate will be accountable for providing onsite agency support, including but not limited to, maintaining the Human Resources Information System, reporting and data analysis, classification/organizational design consultation, employee relations, new employee onboarding, and general state human resources administration.

Requirements

  • Eight (8) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.
  • One (1) year of the General Experience must have been at the full working level in human resources management or equal employment opportunity/affirmative action or labor relations management.

Nice To Haves

  • Bachelor's degree.
  • Experience with CORE-CT including workforce administration, position management, and composing reports.
  • Experience with the Enterprise Performance Management (EPM) system to customize queries and generate ad-hoc reports.
  • Experience interpreting bargaining unit contracts.
  • Experience administering human resources within a unionized environment.
  • Experience managing or leading human resources staff.

Responsibilities

  • Oversee and maintain all human resources records and transactions for employees within the Human Resources Information System (CORE-CT).
  • Partner with and advise agency managers and staff on human resources policies.
  • Interpret and apply union contract language.
  • Advise agency leadership in areas including organizational structure and position classification.
  • Use human resources metrics and analytics to make business decisions.
  • Assist the Human Resources Business Partner by overseeing initiatives and making recommendations for and implementing new processes.
  • Deliver human resources related training to supervisors.
  • Collaborate with dedicated Human Resource teams and employees in specialty administrative areas.
