About the position

The Human Resource Generalist - Benefits Administrator is a pivotal role within the Human Resources division, primarily responsible for managing the agency's self-funded benefits administration. This position plays a crucial role in implementing new and revised benefits programs, policies, and procedures that align with the agency's goals and best practices. The individual in this role acts as the primary point of contact for the HRIS benefits module, which includes collecting and analyzing HR data, metrics, and statistics related to employee benefits. The ability to utilize data effectively to make strategic recommendations regarding employee benefits is essential for success in this position. In this role, the Human Resource Generalist will manage the daily administration of all benefits programs, which encompass medical, dental, vision, retirement, voluntary coverage, workers' compensation, and leave of absence. The position requires recommending creative solutions to specific benefits-related programs and plans, as well as creating data presentation templates and reports to support strategic business decisions. As the primary point of contact for HRIS benefits maintenance, the Generalist will support the build-out of new modules, update existing applications, and recommend changes to increase efficiency while ensuring the accuracy of data. Compliance with federal, state, and local employment laws and regulations is a critical aspect of this role. The Generalist will collect and compile key HR metrics and data from various sources, including HRIS, benefits enrollment records, management and employee surveys, exit interviews, and personnel records. Preparing reports of data results and presenting findings to senior leadership is a key responsibility, along with identifying and recommending reasonable short- and long-term goals, milestones, and benchmarks for key performance and dashboard metrics. Based on metrics and analysis, the Generalist will make recommendations for policies and activities to improve existing metrics, including changes to benefits and leave offerings. The role also involves facilitating the implementation of open enrollment, changes to benefits plans, and other related initiatives while ensuring compliance with data privacy regulations and best practices. Additionally, the Generalist may assist HR leadership with staffing, recruiting, and departmental budgets, and will perform other duties as assigned.

Responsibilities

  • Manage the daily administration of all benefits programs including medical, dental, vision, retirement, voluntary coverage, workers compensation, and leave of absence.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Psychology, or related field; Master's preferred.
  • Three to five years of progressive human resource experience in employee benefits administration such as health insurance, life insurance, 403b, worker's compensation, ADA and FMLA LOA administration, and/or equal opportunity compliance.
  • Thorough understanding of local, state, and federal laws involving employment, HR, and benefits administration.
  • Proficient with or the ability to quickly learn the organization's HRIS and similar human resource management software and practices.
  • Computer proficiency and technical aptitude with the ability to use Microsoft products, including Excel and HRIS.
  • Excellent verbal, written and organizational communication skills and attention to detail.
  • Strong analytical skills and ability to interpret and communicate data.
  • Excellent time management skills and ability to plan and set priorities.
  • Able to work efficiently in a fast-paced environment with rapidly changing priorities.
  • Strong interpersonal skills in dealing with senior management.
