About the position

The Human Resources Generalist/Consultant at California State University, Fresno, plays a pivotal role in supporting the university's strategic priority to attract, develop, and retain a talented and diverse workforce. Reporting to the Associate Vice President for Human Resources, this position encompasses a wide range of responsibilities including recruitment, compensation, classification, employee relations, labor relations, regulatory compliance, benefits administration, and training and development. The HR Generalist/Consultant is tasked with developing, recommending, and communicating human resources services, programs, and procedures tailored to meet the unique needs of their assigned clients. This role requires a high level of discretion and confidentiality, as it involves regular access to sensitive information related to collective bargaining negotiations, management strategies, investigations, and grievances. In addition to providing guidance and interpretation of state and federal labor laws and CSU/HR policies, the HR Generalist/Consultant will serve as the primary HR liaison to the Department of Athletics. The incumbent is expected to work independently, applying sound judgment to resolve complex employee relations issues and programmatic challenges. A comprehensive understanding of employment laws, policies, and workplace investigations is essential for success in this role. The HR Generalist/Consultant will also be responsible for staying current on CSU/HR policy changes and trends in the human resources profession, ensuring that all interactions with the campus community reflect a professional and caring tone, given the sensitive nature of the work.

Responsibilities

  • Provide guidance and advisement in recruitment, compensation, classification, employee relations, and labor relations.
  • Ensure compliance with regulatory requirements such as EEO, ADA, and FMLA.
  • Develop, recommend, and communicate HR services, programs, and procedures.
  • Interpret and apply state and federal labor laws and CSU/HR policies to campus administrators and staff.
  • Serve as the primary HR liaison to the Department of Athletics.
  • Conduct workplace investigations and handle sensitive employee relations matters.
  • Stay current on HR trends and CSU/HR policy changes.
  • Deliver exceptional client service to a diverse range of constituents.

Requirements

  • Bachelor's degree in Human Resources, Business or Public Administration, Psychology, or a related discipline.
  • Three years of progressively responsible professional human resources experience.
  • General knowledge of human resources administration principles and practices.
  • Understanding of federal and state laws related to HR functions.
  • Ability to facilitate meetings and make oral presentations.
  • Strong organizational and project management skills.
  • Experience in conducting effective interviews and gathering information.
  • High level of judgment and discretion in handling confidential matters.
  • Proficiency in standard office software applications.

Nice-to-haves

  • Master's degree in a relevant discipline.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
  • Advanced knowledge of HRIS functionality (e.g. PeopleSoft).
  • Experience in a higher education environment.
  • Experience in a complex collective bargaining environment.
  • Experience working with a collegiate athletics department.
