Capital Facilities (CAP), a division of the Department of Public Works & Environmental Services (DPWES), is seeking a well-qualified HR professional with exceptional leadership skills for the HR Generalist II position. As the agency HR Manager, you will provide subject matter expertise to managers and employees on a wide range of HR activities including recruitment, employee relations, workforce planning, compensation, FMLA, performance management, and payroll administration. You will develop effective working relationships with CAP managers, employees, other DPWES employees, county HR department staff, and other county organizations. Understanding and interpreting employment federal, state, and local laws and county HR policies will be crucial in this role. You will facilitate and manage agency recruitments, providing guidance and direction to managers on recruitment, interviews, documentation, and selection processes. Additionally, you will provide counsel and guidance to managers and employees on employee relations issues and work with management to coordinate workforce planning and strategic planning efforts. Conducting research and analysis, you will make recommendations on recruitment, employee relations, classification, and compensation issues while supervising professional and administrative HR staff. Discretion and confidentiality in all duties and responsibilities are paramount.

Responsibilities

  • Provides subject matter expertise as the agency HR Manager to managers and employees on a wide range of HR activities including recruitment, employee relations, workforce planning, compensation, FMLA, performance management, payroll administration.

  • Provides counsel and guidance to managers and employees on employee relations issues.
  • Conducts research and analysis and makes recommendations on recruitment, employee relations, classification, and compensation issues.
  • Supervises professional and administrative HR staff.
  • Exhibits discretion and confidentiality in all duties and responsibilities.

Requirements

  • Graduation from an accredited four year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.
  • Valid driver's license.
  • The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

Nice-to-haves

  • Three or more years of experience managing and providing guidance to management on complex and sensitive employee relations cases (discipline, grievance).
  • Three or more years of experience managing the full life cycle of the recruitment and selection process.
  • Two or more years of experience managing complex Family and Medical Leave (FMLA), Workers' Compensation and/or Americans With Disabilities Act (ADA) cases.
  • Three or more years of experience providing HR customer service, interpreting HR policies, procedures, and employment law for professional, para-professional, and skilled trade employees in the same organization.
  • Two or more years of experience supervising HR staff.
  • Bachelor's degree in HR management, business administration, public administration, or related field.
