We are looking for an experienced professional to join our HR team as an HR Generalist or HR Specialist. As part of the HR Department, you will be responsible for and help support all HR functions including recruitment, selection, training, leave administration, benefits administration, onboarding, coaching, and much more! In support of all City and Utility departments, this position is responsible for human resources work performed in a variety of areas, including recruitment, selection, training, leave administration, benefits administration and enforcing organizational policies and practices. Work involves the tactful explanation of policies and procedures to applicants and employees. Works under the supervision of the Human Resources Director. The essential functions of this role include recruiting, interviewing, and facilitating the hiring of qualified job applicants for open positions; collaborating with department managers to understand skills and competencies required for openings. You will track the status of candidates in HRIS and respond with follow-up letters at the end of the recruiting process. Additionally, you will communicate with City staff and candidates regarding requisition and application status, conduct new hire onboarding and orientation processes, and administer health and welfare plans, including enrollments, changes, and terminations. You will also process required documents through payroll and insurance providers to ensure accurate record-keeping and proper deductions, complete Forms I-9, verify I-9 documentation, and maintain I-9 files. Furthermore, you will submit online investigation requests and conduct new-employee background checks, participate in recruiting activities including career fairs, mock interviews, job coaching, and conduct audits of benefits or other HR programs and recommend corrective action. This position requires maintaining compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviewing policies and practices to maintain compliance. You will also maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. In summary, this role is integral to the HR department and the overall functioning of the City and Utility departments, ensuring that all HR functions are executed efficiently and effectively.
