About the position

The Human Resources Generalist at the Kansas City Public Library operates under the general supervision of the Human Relations Manager, performing a variety of essential functions within the human resources department. This full-time, exempt position is crucial for maintaining HR operations, particularly in the absence of the Chief People Officer. The role encompasses a wide range of responsibilities, including managing the Human Resource Information System (HRIS) using Paylocity, tracking Family and Medical Leave Act (FMLA) requests, handling Americans with Disabilities Act (ADA) requests, and overseeing training and performance management processes. The HR Generalist is also responsible for policy implementation, recruitment, and ensuring compliance with employment laws. In this position, the HR Generalist will compile reports from the HRIS database, conduct global imports, and suggest process changes to enhance efficiency and align with strategic goals. They will administer FMLA by confirming eligibility, reviewing certifications, and sending designation notices to ensure compliance with Department of Labor regulations. Additionally, the HR Generalist will act as the point person for ADA requests, facilitating accommodation requests and assisting employees through the interactive process based on guidance from management. The role also involves assisting Library personnel in interpreting procedures to ensure compliance, monitoring the performance evaluation program, and maintaining records to conform to Equal Employment Opportunity (EEO) regulations. The HR Generalist will respond to salary survey requests and collaborate closely with the Talent Acquisition Specialist to conduct recruitment efforts for all personnel, including substitutes and temporary employees. They will handle employee relations as delegated and generate reports to support internal needs, including Diversity, Equity, and Inclusion (DEI) efforts while ensuring employee privacy. The HR Generalist will also develop user procedures and documentation related to the HRIS and train staff on new processes and functionalities. Compliance with federal, state, and local regulations, as well as organizational policies, is a critical aspect of this role.

Responsibilities

  • Manage human resource information system records and compile reports from the HRIS database.
  • Administer FMLA, confirming eligibility, reviewing certifications, and sending designation notices for compliance.
  • Act as the point person for ADA requests, facilitating accommodation requests and assisting employees through the interactive process.
  • Assist Library personnel in interpreting procedures to ensure compliance with regulations.
  • Monitor the performance evaluation program and assist with assigning evaluations.
  • Report and log information to conform to EEO regulations and file EEO-4 reports annually.
  • Respond to salary survey requests on behalf of the Library.
  • Collaborate with the Talent Acquisition Specialist to conduct recruitment efforts for all personnel.
  • Handle employee relations as delegated and generate reports to meet internal needs.
  • Develop user procedures, guidelines, and documentation related to HRIS and train staff on new processes.

Requirements

  • Bachelor's degree related to Human Resources or equivalent experience.
  • 2 years of human resources experience or 5 years of increasing responsibility in HR roles.
  • Considerable knowledge of employment law, regulations, and practices.
  • Outstanding customer service skills and superior computer skills transferable to various applications.
  • Excellent oral and written communication skills.
  • Ability to organize, prioritize, and process complex and sensitive work.
  • Ability to work on multiple projects and meet established deadlines.

Nice-to-haves

  • Proficiency in non-English languages spoken in Jackson County, MO, including Spanish, Vietnamese, French, Arabic, and Swahili.
  • Certification preferred (SHRM-CP, SHRM-SCP, PHR, SPHR, IPMA-CP, or IPMA-SCP).
