About the position

The Human Resources Generalist position at the City of Billings, MT, is a full-time role that operates under general supervision to support and administer various human resources programs. This includes responsibilities related to recruitment, disciplinary matters, disputes, investigations, training, leave management, drug and alcohol programs, and Affirmative Action plans. The incumbent will provide support to all City of Billings employees, ensuring that HR policies and procedures are effectively communicated and implemented. The role requires familiarity with department operations and the ability to work with minimal assistance, making decisions that align with overall objectives while interpreting data and troubleshooting issues as they arise. The Human Resources Generalist will frequently interact with other City employees to provide basic information and occasionally engage in detailed procedural explanations. A critical aspect of this role is the ability to exercise discretion regarding confidential matters, as the incumbent will become a Subject Matter Expert in various HR policies, collective bargaining agreements, employment laws, and disciplinary procedures. The position also involves maintaining accurate records, verifying information, and assisting with various HR projects and initiatives. Essential duties include answering employment-related inquiries, performing clerical and technical work, managing employee recognition programs, tracking employee promotions and terminations, and assisting with the onboarding process for new hires. The role also encompasses administering drug and alcohol testing programs, coordinating investigations and disciplinary actions, and developing training curriculum for city staff on various topics. The work environment is primarily office-based, requiring high attention to detail and the ability to meet deadlines consistently.

Responsibilities

  • Support and administer various human resources programs related to recruitment, disciplinary matters, disputes, investigations, training, leave, and drug and alcohol programs.
  • Answer employment-related inquiries from applicants, employees, and supervisors, referring complex matters to appropriate staff.
  • Perform clerical and technical work for the Human Resources Department, maintaining accurate records and verifying information.
  • Assist with various projects and initiatives within the department as needed.
  • Prepare tables, lists, spreadsheets, databases, and reports in support of department activities.
  • Administer the city's employee Service Milestones recognition program and Anniversary recognition program.
  • Manage direct billing of health, dental, vision, and life insurance premiums for employees on workers' compensation and FMLA.
  • Track employee promotions, resignations, retirements, and terminations, forwarding reports to the City Clerk.
  • Assist with personnel requisitions, job vacancy postings, and new hire paperwork as needed.
  • Maintain and update Human Resources public and internal website pages.
  • Administer Drug & Alcohol Testing Programs for all employment groups and coordinate with Department Contacts for scheduling tests.
  • Assist with conducting investigations related to workplace issues and provide recommendations to management.
  • Develop curriculum and provide training for city staff on various topics, including harassment prevention and performance management.

Requirements

  • High school diploma or equivalent.
  • Three (3) or more years of combined education and experience in Human Resources or equivalent.
  • Strong interpersonal skills and strong written and verbal communication skills.
  • Proficiency with Microsoft Office applications or equivalent.
