About the position

The DuPage County Health Department is seeking a full-time Human Resources Generalist to join its HR team at the Central Public Health Center in Wheaton, Illinois. This position is currently a hybrid role, allowing for both remote and onsite work. The working hours are Monday through Friday from 8:00 AM to 4:30 PM. In this role, the Human Resources Generalist will provide professional HR support primarily in the areas of recruitment, employee relations, training, compensation, benefits, and payroll. Responsibilities will include full-cycle recruitment for assigned client departments utilizing online applicant tracking and onboarding systems. The Generalist will also be responsible for delivering training programs related to policies, workplace conduct, supervisory skill development, and new employee orientation. The ideal candidate should be comfortable conducting training in both virtual and in-person formats. Additionally, the selected candidate will coach supervisors in managing employee relations matters and, if necessary, conduct confidential investigations into employee concerns. They will assist supervisors in preparing related documentation and will be involved in researching and making recommendations for the development or revision of HR policies, programs, and training. The Generalist will lead processes related to job evaluation and team or service reorganization requests, maintain accurate records, and ensure compliance with federal, state, and local laws as well as organizational policies. Coaching for performance and development will also be a key aspect of this role, utilizing an online appraisal system.

Responsibilities

  • Provide professional human resources support in recruitment, employee relations, training, compensation, benefits, and payroll.

  • Coach supervisors in managing employee relations matters and conduct confidential investigations into employee concerns as necessary.
  • Assist supervisors in preparing related documentation for employee relations matters.
  • Research and make recommendations for the development or revision of human resources policies, programs, and training.
  • Lead processes pertaining to job evaluation and team or service reorganization requests.
  • Maintain accurate and thorough records and ensure compliance with federal, state, and local laws and organizational policies.
  • Coach for performance and development directly with staff and through the use of an online appraisal system.

Requirements

  • Completion of a bachelor's degree in Human Resources, Organizational Development, or a related field.
  • Three years of professional Human Resources experience or an equivalent combination of training and experience.
  • Knowledge of the laws, regulations, and trends governing the human resources function.
