About the position

The Human Resources Generalist position at the City of Billings is responsible for supporting and administering various human resources programs, including recruitment, disciplinary matters, training, and leave management. The role involves providing assistance to all City employees while ensuring compliance with employment laws and internal policies. The incumbent will work under general supervision, requiring the ability to interpret data and make decisions that align with the overall objectives of the department.

Responsibilities

  • Answer employment-related inquiries from applicants, employees, and supervisors, referring complex matters to appropriate staff.
  • Perform clerical and technical work for the Human Resources Department, maintaining accurate records and verifying information.
  • Assist with various projects and initiatives within the department as needed.
  • Prepare tables, lists, spreadsheets, databases, and reports in support of department activities.
  • Administer the city's employee Service Milestones recognition program and Anniversary recognition program.
  • Manage direct billing of health, dental, vision, and life insurance premiums for employees on workers' compensation and FMLA.
  • Track employee promotions, resignations, retirements, and terminations, forwarding reports to the City Clerk.
  • Track new hire and terminated employee information, emailing reports monthly to Teamsters - Local 190.
  • Assist in reviewing the Human Resources email and handle inquiries or forward them to appropriate staff.
  • Provide support with personnel requisitions, job vacancy postings, and new hire paperwork as needed.
  • Assist with the review of interview questions for legal compliance and support other departments in the interview process.

Requirements

  • Familiarity with human resources policies and procedures, collective bargaining agreements, and employment laws.
  • Ability to interpret data and make decisions with minimal supervision.
  • Strong clerical and technical skills, including proficiency in computer software applications.
  • Excellent communication skills for interacting with employees and applicants.
  • Ability to handle confidential matters with discretion.

Nice-to-haves

  • Experience with applicant tracking systems and onboarding processes.
  • Knowledge of drug and alcohol programs and Affirmative Action plans.

Benefits

  • Salary range of $27.5407 - $28.9179/hour based on experience and education.
  • Full-time position with a Monday to Friday work schedule from 8:00 a.m. to 5:00 p.m.
