About the position

FHLB Dallas actively pursues dedicated and hardworking individuals to be a part of our professional team. This position provides daily assistance and guidance to Bank employees related to recruitment, onboarding, employee engagement, intern program, and compliance management. The role supports HR objectives that provide an employee-oriented culture that emphasizes the Bank's values. The successful candidate will be responsible for the full recruiting cycle, coordinating search activities, prescreening applicants and internal candidates, and providing guidance to managers regarding interviewing and selection techniques. Additionally, the position involves coordinating relocation assistance and preparing and extending offers of employment. The individual will develop and maintain strong relationships with candidates throughout the recruitment process, conduct onboarding and new employee orientation, and assist managers in drafting or updating job descriptions. The role also includes maintaining the Bank's job description library in Workday and supporting the development and implementation of the Bank's Internship program. This includes recruitment of interns, collaboration with managers regarding intern work assignments, conducting orientation, coordination of events, and ongoing communication with interns. The position requires identifying and participating in targeted job fairs and university partnerships, building and maintaining relationships with colleges, universities, and other organizations by attending career fairs, networking events, and hosting information sessions to attract top talent. The individual will also attend networking and recruitment events with diverse professional organizations to help build a talent pipeline to attract diverse talent. Furthermore, the role involves maintaining relationships with recruitment agencies for contingent workers, onboarding and offboarding contingent workers, and serving as the primary HR contact for contingent worker issues. Compliance with federal and state regulations is essential, requiring research on existing and new legislation and advising management on necessary actions to ensure adherence to requirements. The individual will assist in the ongoing management of HR policies and procedures, risks and controls, vendor/procurement, and DE&I related matters, as well as conducting the annual employee background check process associated with high-risk positions. The role also includes coordinating offsite storage associated with the Bank's Record Retention Policy and serving as the Record Retention Coordinator for the HR Department. Participation in a variety of HR projects and assuming additional responsibilities as assigned is also expected.

Requirements

  • A bachelor's degree in Human Resources, Business Administration, or business-related discipline preferred.
  • Minimum of 2-year HR related experience (i.e. intern experience acceptable).
  • Computer proficiency with Outlook, Word, Excel, and PowerPoint.
  • Experience with Workday preferred.
  • Able to exercise good judgement and maintain confidentiality.
  • Time management and organization skills needed to work in a fast-paced environment.
  • Excellent interpersonal skills; able to establish and maintain effective working relationships at all levels within the organization.
  • Strong communication skills both verbal and written.
  • Detail oriented with a high degree of accuracy.
