About the position

Central Valley Regional Center (CVRC) is a non-profit organization funded by the State of California, dedicated to providing services to individuals with developmental disabilities. The Human Resources Generalist plays a crucial role in supporting the agency's mission by managing HR projects, programs, and initiatives that ensure compliance, foster employee development, and enhance recruitment efforts. This position is responsible for a client group that constitutes about one-third of the overall agency population, requiring the HR Generalist to build strong relationships with employees and managers through proactive communication and one-on-one meetings. The HR Generalist will assist in reviewing, updating, and enforcing HR policies and procedures to ensure compliance with local, state, and federal employment laws. They will manage the employee grievance process, conduct investigations, and recommend corrective actions. Additionally, the HR Generalist will support the leave of absence process, provide guidance on performance evaluations, and assist managers in managing employee performance and discipline. The role also involves leading the recruitment process, developing training for managers on hiring practices, and supporting the onboarding of new hires. The HR Generalist will utilize the human resources information system (ADP) for analytics and reporting, support intern and development programs, and maintain positive business relationships while ensuring client confidentiality. This position requires a high level of initiative, self-motivation, and the ability to prioritize and organize workload effectively. The HR Generalist will also be involved in process improvement initiatives and special projects to enhance HR functions within the agency.

Responsibilities

  • Build positive working relationships with employees and managers in assigned client group through one-on-one meetings and proactive communication.
  • Assist with reviewing, updating, and enforcing HR policies and procedures ensuring compliance with local, state, and federal employment laws.
  • Manage the employee grievance process for client group, conducting investigations, determining outcomes, recommending corrective action, and drafting relevant documents and reports.
  • Process reported worker's compensation claims and conduct initial investigations, tracking pending and active claims through completion in collaboration with the insurance carrier.
  • Support the leave of absence process by answering employee questions, working with employees to determine benefit coordination, assisting with submission of required paperwork, and updating managers on employee leave statuses.
  • Provide guidance and support to managers with respect to writing quality performance evaluations and perform distribution and tracking of these evaluations.
  • Help identify development opportunities for employees and work in collaboration with Leadership and Development Department to provide resources or training for employees.
  • Evaluate and provide guidance, support, and recommendations to managers with respect to issuing employee discipline and performance improvement plans (PIPs).
  • Lead the recruitment process by reviewing, updating, and creating new job descriptions, posting positions, screening resumes, and participating in interviews as requested.
  • Develop and conduct training on the recruitment and interview process for managers involved in job interviews.
  • Support the new hire orientation (NHO) and onboarding process by conducting HR training on agency policies and practices to all new hires.
  • Run reports through the human resources information system (ADP) for HR analytics to support executive projects and identify trends in employment data.

Requirements

  • High School Diploma or GED and 5 years of human resources experience - OR - Bachelor's degree and 2 years of experience in human resources.
  • Familiarity with California-specific labor laws such as wage and hour, California Family Rights Act, Paid Sick Leave, etc.
  • Ability to effectively present in front of large groups.
  • High level of confidentiality.
  • Comfortable providing coaching and delivering feedback.
  • Excellent interpersonal, oral, and written communication skills.
  • Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Ability to prioritize, organize, and coordinate workload to meet deadlines.
  • Demonstrate initiative, self-motivation, sound independent judgment, flexibility, and critical thinking skills.
  • Valid CA driver's license, reliable vehicle, and vehicle insurance.

Nice-to-haves
