About the position

The Human Resources Generalist position at the City of Naples, FL, is designed to perform professional and analytical work across various human resources program areas. This role encompasses responsibilities in benefits administration, workers' compensation, recruitment, classification, labor and employee relations, training, and salary administration. The HR Generalist will provide essential staff assistance in managing a comprehensive human resources program, ensuring effective and efficient service delivery to both employees and the general public. The position requires clear communication regarding benefits, payroll, family medical leave, and labor relations to City employees. In addition to the core HR functions, the HR Generalist will coordinate payroll processing, ensuring accuracy in deductions, taxes, and benefits. This includes investigating discrepancies and collaborating with the Finance Department to maintain accurate payroll data. The role also involves managing recruitment activities, from job postings to onboarding new hires, and preparing necessary documentation for various HR processes. The HR Generalist will be responsible for compiling and distributing departmental records, processing employee requests, and submitting required state and federal regulatory reports. The position also entails participation in collective bargaining and labor negotiations, conducting research and analysis on HR trends, and providing recommendations for policy and procedural improvements. The HR Generalist will facilitate employee training on benefits and payroll, conduct orientation and exit interviews, and assist in maintaining the pay and classification system. This role requires a proactive approach to problem-solving and the ability to handle sensitive and confidential information with discretion. The HR Generalist will also be involved in emergency response operations, which may require irregular hours and relocation to emergency sites as needed.

Responsibilities

  • Perform professional and analytical work in various human resources program areas including benefits administration, workers' compensation, recruitment, classification, labor and employee relations, training, and salary administration.
  • Provide responsible staff assistance in the administration of a comprehensive human resources management program.
  • Communicate HR-related information to City employees regarding benefits, workers' compensation, payroll, family medical leave, and labor relations.
  • Coordinate the City's payroll processing, ensuring accuracy in deductions, taxes, and benefits before processing.
  • Investigate and correct discrepancies encountered in payroll processing, collaborating with the Finance Department.
  • Generate correspondence, memos, requisitions, purchase orders, reports, and other written materials for the department.
  • Coordinate all recruitment activities including job postings, application reviews, background screening, and onboarding.
  • Compile, prepare, and distribute departmental records and reports, processing employee requests for HR forms.
  • Prepare and submit required state and federal regulatory reports such as EEO-4 and new hires.
  • Administer contractual commitments related to recruitment, payroll, and benefits functions.
  • Interpret and apply FLSA guidelines to ensure compliance with compensation practices.
  • Participate in collective bargaining and labor negotiation sessions, preparing proposals and analyzing costs.
  • Research and analyze trends in recruitment, labor relations, and benefit programs, providing recommendations for policy changes.
  • Conduct various research studies relevant to HR functions, such as wage surveys and turnover reports.
  • Monitor lost time and return to work for injured employees for payroll purposes.
  • Assist with benefit enrollment and open enrollment meetings, and health and benefit fairs.
  • Perform professional compensation administration functions, conducting external wage studies and analyzing survey results.
  • Maintain the pay and classification system, updating pay ranges and researching market data for comparability.
  • Facilitate employee teams to assess programs and develop recommendations for implementation.
  • Conduct new employee orientation and exit interviews, and provide training on benefits and payroll.
  • Assist the Director in preparing and maintaining department budgets, processing purchase orders and travel requests.
  • Exercise discretion in processing sensitive department matters and communicate effectively with various stakeholders.

Requirements

  • Bachelor's degree in Human Resource Management or a related field.
  • Up to two years of progressively responsible experience in human resources administration, focusing on benefits administration or employee and labor relations, or an equivalent combination of education, training, and experience.
  • Possession of a valid Florida driver license, class 'E', and maintenance of a driving record that meets City standards.
