About the position

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country, dedicated to combating municipal corruption. The agency serves the people of New York City by acting as an independent and nonpartisan watchdog for the City government, City agencies, City employees, vendors with City contracts, and individuals or entities that receive City funds. DOI is currently seeking an experienced Human Resources professional to fill the role of Human Resources Generalist. This position is crucial in supporting the HR team that caters to a workforce of several hundred employees, focusing on various HR functions such as personnel recruitment, new hire processing and orientation, personnel and performance evaluation tracking, and benefits administration. The HR Generalist will ensure quality service and process efficiency under the guidance of the Deputy Director of Human Resources. In this role, the Human Resources Generalist will be responsible for preparing confidential reports from NYC personnel databases, including CHRMS and PMS, and managing correspondence for the department regarding leave requests, job offer letters, and employment verifications. The position also involves conducting exit interviews and assisting in coordinating agency HR-related events and initiatives. The HR Generalist will be part of a dynamic, service-oriented team that is responsible for developing and executing strategies and initiatives to support human resources for employees of this high-profile, fast-paced agency. Specific responsibilities include maintaining and updating the agency's vacancy reports and other tracking systems related to recruitment and retention activities, administering civil service hiring pools, conducting new-hire employee orientations, providing information to employees about employment policies and health benefits, and implementing personnel actions for various employee transitions. The HR Generalist will also generate reports from City HRIS systems and ensure prompt evaluation and response to all employee concerns and inquiries. Candidates selected for this position will undergo fingerprinting and a background investigation as part of the hiring process.

Responsibilities

  • Support the HR team in personnel recruitment and new hire processing.
  • Conduct new-hire employee orientations and assist in workplace transitions.
  • Maintain and update vacancy reports and recruitment tracking systems.
  • Administer civil service hiring pools and ensure compliance with hiring rules.
  • Generate confidential reports from NYC personnel databases such as CHRMS and PMS.
  • Provide information to employees regarding employment policies and health benefits.
  • Participate in department initiatives and special events.
  • Implement personnel actions for new hires, rehires, and transfers in compliance with citywide requirements.
  • Ensure prompt evaluation and response to employee concerns and inquiries.

Requirements

  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience.
  • Education and/or experience equivalent to the above, with the requirement of one year of administrative or supervisory experience.
