About the position

The Human Resources Investigations Specialist is a critical role within our education client in Towson, MD, responsible for conducting thorough investigations into complaints of alleged employment discrimination, harassment, and retaliation. This position requires a deep understanding of EEO laws and related policies, as well as the ability to handle sensitive employee incidents involving misconduct, child abuse, bullying, and criminal activity. The specialist will ensure compliance with applicable laws and regulations while maintaining the integrity of the investigation process. This is a one-year contract position with a non-negotiable pay rate of $32.00 per hour. In this role, the specialist will prepare and present detailed reports, findings, and determinations based on their investigations. They will coordinate background investigations of applicants for employment and analyze background records of employees, candidates, service providers, volunteers, and others. The specialist will assist in administering the Office of Investigations and Records Management (OIRM) and the Office of Equal Employment Opportunity (EEO), ensuring that all investigations are conducted in accordance with established policies and procedures. The specialist will conduct interviews of parties, witnesses, and other involved individuals to gather facts and obtain affidavits as necessary. They will perform unbiased reviews of complaint files and documents to ascertain the facts of each case and conduct professional analyses to determine if there has been a violation of Board of Education Policies, Superintendent's Rules, and relevant laws. Additionally, the specialist will draft investigative reports summarizing relevant facts and analyzing applicable policies, rules, and regulations. They may also be required to testify in criminal trials and administrative hearings, representing the client at fact-finding hearings and unemployment hearings as appropriate.

Responsibilities

  • Prepares and presents reports, findings, and determinations.
  • Coordinates background investigations of applicants for employment.
  • Analyzes background records of employees, candidates for employment, service providers, volunteers, and others.
  • Assists in administering the Office of Investigations and Records Management (OIRM) and the Office of Equal Employment Opportunity (EEO).
  • Conducts investigations of allegations of discrimination, harassment, and retaliation related to compliance with EEO laws.
  • Conducts investigations of allegations of employee misconduct and workplace bullying related to compliance with Board of Education Policies and Superintendent's Rules.
  • Prepares questions for and conducts thorough interviews of parties, witnesses and other involved individuals.
  • Obtains affidavits as appropriate.
  • Conducts unbiased reviews of complaint files, correspondences, and other documents to determine facts of the case.
  • Conducts professional analysis of facts gathered during the course of investigations to determine whether there has been a violation of relevant policies, rules, and laws.
  • Drafts investigative reports, summarizing relevant facts and analyzing relevant policies, rules and laws and regulations.
  • Prepares statements of position for external agency submission.
  • Prepares and presents reports of findings and determinations.
  • Testifies in criminal trials and administrative hearings.
  • Represents client at fact-finding hearings, unemployment hearings, and related events as appropriate.

Requirements

  • At least five years EEO human resources investigations experience is required.
  • Bachelor's Degree or Juris Doctorate (JD) or advanced degree in English, political science, government affairs, public administration, human resources is required.
  • Possession of EEO Investigator Certification is required.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.
  • Knowledge of employment discrimination laws and regulations including Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, as amended (ADA), the Family and Medical Leave Act (FMLA), the Fair Labor Standards Act (FLSA), and State Government Article Title 20, Annotated Code of Maryland.
  • Knowledge of EEO-related laws, codes, regulations, and standards.
  • Knowledge of the principles and best practices of management is required.
  • Knowledge of criminal justice, law enforcement, and security.
  • Knowledge of the Fair Credit Reporting Act (FCRA), Family Law Article, Part IV, Maryland Criminal Law Article and related laws and regulations pertaining to background checks and investigations.
  • Knowledge of the Criminal Justice Information System is required.
  • Must be able to work from 8:30 am-4:45 pm Monday through Friday with a 30 minute non paid lunch.
  • Must be able to pass a FBI background check and drug test.
