About the position

The Human Resources and Labor Relations Administrator for the State Operated Psychiatric Hospital (SOPH) Operations is responsible for administering, implementing, and enforcing human resource and labor relation activities. This role ensures compliance with the Illinois Personnel Code and related regulations while fostering a positive work environment for all employees. The administrator serves as a resource for labor relations, coordinates personnel functions, and represents SOPH Operations in executive meetings.

Responsibilities

  • Administer the Labor Relations program for the State Operated Psychiatric Hospital (SOPH).
  • Serve as the labor relations resource person for the SOPH.
  • Coordinate the establishment and maintenance of a system for reviewing position descriptions annually.
  • Serve as a full line supervisor.
  • Coordinate the functions of the SOPH Personnel Office with various divisions of the Department of Central Management Services and other offices of the Department of Human Services.
  • Represent SOPH Operations in meetings as a member of the SOPH Executive Leadership Team.
  • Perform other duties as required or assigned.

Requirements

  • Completion of four (4) years of college with coursework in business or public administration.
  • Three (3) years of progressively responsible human resources administrative experience in a public or private organization.

Nice-to-haves

  • Three (3) years of professional experience working with human resources and labor relations rules, regulations, and procedures.
  • Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources and labor relations issues.
  • Two (2) years of supervisory experience including assigning work and providing guidance to subordinates.
  • Two (2) years of professional experience communicating with both internal and external stakeholders.
