About the position

The Human Resources Lead position at the North Carolina Department of Environmental Quality (DEQ) is a full-time role responsible for overseeing HR functions within the DEQ Administration Divisions and the Office of Continuous Improvement. This position involves managing recruitment, benefits administration, and providing guidance on HR policies. The role also includes supervising HR Technicians and ensuring timely and accurate completion of HR processes. The position offers a hybrid work option, allowing for a combination of remote and in-office work.

Responsibilities

• Manage full cycle recruitment and selection of vacant positions, including posting, screening, and referring highly qualified applicants.
• Provide guidance, assistance, and support to division management and staff related to HR policies and procedures.
• Assist with reviewing leave of absence requests and administer FMLA, STD, and LTD policies.
• Provide training to Administration and OCI staff and management on HR-related items.
• Responsible for personnel actions, audits, and running reports such as time, payroll, and position information.
• Assign daily tasks and lead a group of HR professionals to support employees and management.

Requirements

• Bachelor's degree in Human Resources or related field from an accredited institution, or a high school diploma/GED with 3 years of progressive HR experience, or an equivalent combination of education and experience.
• Demonstrated experience providing guidance and/or consultation to staff or managers regarding benefits, recruitment, and/or salary administration.
• Demonstrated experience supervising and/or monitoring the daily tasks of staff.
• Demonstrated experience in generating, auditing, and/or evaluating HR data or reports.
