About the position

The Oregon Department of Human Services is seeking two Learning & Development Specialist 2 positions to enhance workforce development through strategic initiatives. The role focuses on assessing workforce needs, conducting training, and providing consultation to improve organizational outcomes. Candidates should be self-starters and critical thinkers, capable of delivering training to a diverse audience while promoting equity and inclusion.

Responsibilities

  • Provide expertise, consultation, and technical assistance to agency staff and managers to solve workforce development issues.
  • Collaborate with partners to identify workforce needs and develop solutions to achieve organizational goals.
  • Facilitate quality improvement projects and advise leadership on implementing changes to improve work systems.
  • Utilize project management approaches to facilitate organizational assessments and training evaluations.
  • Evaluate and determine appropriate training delivery methods for diverse audiences.
  • Conduct qualitative data analysis.

Requirements

  • Five years of experience designing, planning, and implementing adult education courses or organizational development strategies.
  • A bachelor's degree in education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or a related field may substitute for three years of work experience.

Nice-to-haves

  • Demonstrated knowledge and experience as a manager or supervisor.
  • Experience within a human resources program including policies and procedures.
  • Knowledge of adult learning and transfer of learning theories.
  • Ability to deliver training to a diverse audience with cultural humility and trauma-informed awareness.
  • Experience in designing and delivering training in both in-person and virtual formats.
  • Proficiency in developing eLearning courses.
