About the position

The Human Resources Learning & Development Specialist 2 positions at the Oregon Department of Human Services focus on enhancing workforce capabilities through strategic training and development initiatives. The role involves assessing workforce needs, conducting organizational development projects, and providing consultation and leadership training to a diverse workforce. The specialists will work collaboratively to improve workforce engagement and outcomes, aligning with the agency's commitment to equity and diversity.

Responsibilities

  • Provide expertise, consultation, and technical assistance to agency staff, managers, and program customers to solve workforce development issues.
  • Collaborate with internal and external partners to identify workforce needs and policy enhancements to develop solutions to achieve shared organizational goals.
  • Facilitate quality improvement projects and advise leadership on methods to bring changes into effect to improve work systems.
  • Utilize project management approaches to facilitate organizational assessments, design, development, implementation, and evaluation phases of the learning.
  • Evaluate and determine modes of training delivery appropriate to different learning styles and diverse audiences.
  • Provide a variety of training facilitations, presentations practices, outreach, and instructional delivery methods.
  • Conduct qualitative data analysis.

Requirements

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment.
  • OR Five years of work experience designing, planning, and implementing organizational development strategies.
  • A bachelor's degree in education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
  • Demonstrated knowledge and experience as a manager or supervisor.
  • Demonstrated knowledge and experience within a human resources program including human resources policies, procedures, and practices.
  • Demonstrated knowledge and application of adult learning and transfer of learning theories.
  • Ability to deliver training to a diverse audience while displaying cultural humility and trauma-informed awareness.
  • Demonstrated knowledge and experience in the design and delivery of training through a variety of means including in-person and virtual.
  • Proficient in developing eLearning courses.
