About the position

The Human Resources Management Specialist position within the Department of Corrections is responsible for a variety of human resources management activities and personnel actions. This role involves the application of laws, rules, and standards related to personnel and payroll administration. Depending on the size and organization of the unit or agency, the specialist may focus on specific areas such as compensation, classification, recruiting, grievance management, personnel selection, employee benefits, or employee transactions. The position requires a comprehensive understanding of human resources policies and procedures, as well as the ability to interpret and apply relevant laws and regulations. In this role, the specialist will perform essential functions such as conducting classification studies and job audits to identify employee duties and responsibilities. They will develop job descriptions, specifications, and organization charts, and determine appropriate classifications for individual positions. The specialist will also conduct wage and salary surveys, prepare recommendations for salary changes, and administer payroll processing while ensuring compliance with the Fair Labor Standards Act. Additionally, they will manage employee benefits programs, including leave, worker's compensation, and retirement plans. The position also involves recruiting activities, where the specialist will prepare job announcements, interview applicants, and provide job counseling. They will administer the agency's grievance program, ensuring employees are informed about grievance procedures and conducting necessary research and investigations. The specialist will maintain employee personnel records and ensure compliance with laws and rules regarding personnel actions such as appointments, promotions, and separations. Overall, this role is critical in supporting the human resources functions of the Department of Corrections and ensuring effective personnel management.

Responsibilities

  • Perform human resources management and payroll administration activities.
  • Complete classification studies and job audits to identify employee duties and responsibilities.
  • Develop job descriptions, job specifications, and organization charts.
  • Conduct wage and salary surveys and prepare recommendations for salary changes.
  • Administer payroll processing and ensure compliance with the Fair Labor Standards Act.
  • Manage employee benefits programs, including leave, worker's compensation, and retirement plans.
  • Collect and analyze data on personnel selection procedures and methods.
  • Prepare recruiting announcements and conduct interviews for job vacancies.
  • Administer the agency grievance program and counsel employees on grievance procedures.
  • Maintain a system of employee personnel records and ensure compliance with personnel actions.

Requirements

  • Bachelor's degree or four years of technical human resources management experience, or an equivalent combination of education and experience for Level I.
  • Bachelor's degree plus one year of professional experience in human resources management, or a master's degree in a related field for Level II.
  • Bachelor's degree plus two years of professional experience in human resources management, or a master's degree plus one year of experience for Level III.
  • Knowledge of human resources management policies and procedures, and applicable laws and regulations.
  • Ability to establish and maintain effective working relationships and apply rules and policies.
