About the position

The Human Resources Management Specialist position within the Oklahoma Department of Corrections is designed for individuals who are responsible for managing various human resources activities and personnel actions. This role requires a comprehensive understanding of laws, rules, and standards related to personnel and payroll administration. The specialist will engage in a variety of tasks, including but not limited to, compensation, classification, recruiting, grievance management, personnel selection, employee benefits, and employee transactions. Depending on the size and organization of the unit or agency, the responsibilities may vary, allowing for specialization in certain areas or a broader scope of duties. In this role, the specialist will perform essential human resources management activities, which include interpreting and applying relevant rules, laws, and policies. They will conduct classification studies and job audits to accurately identify employee duties and responsibilities, develop job descriptions, and determine appropriate classifications for individual positions. Additionally, the specialist will be responsible for conducting wage and salary surveys, preparing recommendations for salary changes, and administering payroll processes in compliance with the Fair Labor Standards Act. They will also manage employee benefits programs, including leave, worker's compensation, and retirement plans. The position involves centralized recruiting activities, where the specialist will prepare job announcements, interview applicants, and provide job counseling. They will also administer the agency's grievance program, ensuring employees are informed about grievance procedures and conducting necessary research and investigations. Furthermore, the specialist will maintain a system of employee personnel records and ensure compliance with applicable laws and rules regarding personnel actions. This role is crucial in fostering effective working relationships within the agency and providing guidance on various personnel-related issues.

Responsibilities

  • Perform human resources management and payroll administration activities.
  • Complete classification studies and job audits to identify employee duties and responsibilities.
  • Develop job descriptions, job specifications, and organization charts.
  • Conduct wage and salary surveys and prepare recommendations for salary changes.
  • Administer the preparation and processing of agency payrolls and employee benefits programs.
  • Collect and analyze data on personnel selection procedures and methods.
  • Perform centralized recruiting activities and provide job counseling to prospective employees.
  • Administer the agency grievance program and counsel employees on grievance procedures.
  • Prepare, process, review, and analyze employee personnel transactions.
  • Interpret rules and laws concerning employee personnel actions and advise agency personnel staff.

Requirements

  • Bachelor's degree or four years of technical human resources management experience, or an equivalent combination of education and experience for Level I.
  • Bachelor's degree plus one year of professional experience in human resources management, or a master's degree in a related field for Level II.
  • Bachelor's degree plus two years of professional experience in human resources management, or a master's degree in a related field plus one year of professional experience for Level III.
  • Experience in job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment, or payroll administration.

Nice-to-haves

  • Master's degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related degree.
  • Experience in specialized areas of human resources management such as compensation or grievance management.
