The Human Resources Manager A position is responsible for overseeing the Workforce Planning Unit within the Human Resources Section of the Department of Children and Family Services (DCFS). This role encompasses a wide range of responsibilities including staffing, compensation, special pay, classification, management of unclassified positions, position control, layoffs, reorganizations, and the implementation of the Affirmative Action Plan. The position is critical in ensuring that the HR functions align with the strategic goals of the agency and comply with state and federal regulations. In this managerial role, the incumbent will develop and recommend policies and procedures that guide the HR programs managed. They will assist in the development of performance indicators and the implementation of the strategic plan, evaluating the effectiveness of assigned program areas and recommending necessary changes. The HR Manager A will also advise the human resource director on classification needs, draft complex job studies, and represent the agency in Civil Service hearings. This position requires a strong understanding of Civil Service rules and the ability to counsel employees and management on applicable laws and regulations. The HR Manager A will manage recruiting, selection, and placement activities, ensuring compliance with federal laws and agency policies. They will also be involved in budget preparation and may supervise Human Resources Supervisors, Specialists, and Analysts. This position may be filled as a probational appointment or a job appointment that may last up to 48 months, with the possibility of conversion to a probational appointment. The selected candidate will be required to submit original documentation upon hire, including official college transcripts if applicable.
