About the position

The Human Resources Manager at Hope Cooperative is responsible for overseeing all aspects of the HR department, including recruitment, employee benefits administration, and compliance with employment laws. This role is crucial in supporting the organization's mission to provide permanent supportive housing and mental health services, ensuring that the HR functions align with the agency's goals and values.

Responsibilities

  • Lead and direct the routine functions of the Human Resources department including hiring and interviewing staff.
  • Administer employee benefits and leaves, ensuring compliance with company policies and practices.
  • Oversee the Agency's automated Human Resources Information System (HRIS) database and maintain personnel functions.
  • Implement updated HR platforms as needed and oversee onboarding and off-boarding processes.
  • Assist employees with HR-related inquiries and serve as a resource for managers regarding personnel policies and procedures.
  • Prepare required reports for governmental agencies and assist in the development of job descriptions.
  • Attend HR functions and legal seminars to stay updated on personnel issues and laws.
  • Act as Custodian of Records in processing employee records with the FBI and DOJ.
  • Ensure confidentiality of Protected Health Information (PHI) in accordance with HIPAA regulations.

Requirements

  • Bachelor's Degree in Human Resources or related field (preferred).
  • Minimum of three years of progressively responsible experience in employee benefits and personnel management systems.
  • In-depth knowledge of federal and California State employment laws and practices, especially with ERISA, COBRA, FSLA, and wage and hour laws.
  • Experience with Human Resources Information Systems (HRIS), preferably ADP HRIS, and payroll systems.
  • Valid California Driver's License and proof of insurance.

Nice-to-haves

  • Experience in health services or as a family member of a mental health consumer is desirable.
  • Proven track record in HR management within a nonprofit organization.
