About the position

The Human Resources Manager II (Workers' Compensation) is responsible for overseeing and directing the Workers' Compensation Division within the Department of Human Resources for the County of Hawaii. This role involves representing the County in human resources matters, supervising professional staff, and ensuring compliance with policies and procedures. The position is temporary, with the potential for conversion to a permanent role, and requires strategic planning and collaboration with various stakeholders.

Responsibilities

  • Oversees and directs the work of the Workers' Compensation Division for the Department of Human Resources.
  • Represents the County and department in deliberations on human resources matters of countywide concern.
  • Plans and develops program objectives, general work plans, and timetables.
  • Recommends, formulates, and implements policies, directives, and procedures.
  • Provides administrative interpretations and reviews, recommends, and implements changes in operating practices and procedures.
  • Plans, supervises, and reviews the work of subordinates; provides advice and assistance on problem areas.
  • Determines priorities and assigns/reassigns work to ensure compliance with deadlines.
  • Performs the most difficult and sensitive assignments.
  • Collaborates with department and agency officials to plan and implement programs and activities.
  • Plans and coordinates special projects and studies; conducts research and analyzes information.
  • Assists in resolving problem cases and serves as team leader in major projects.
  • Participates in the orientation, training, and development of trainees and new employees.
  • Testifies at Council, commission, board, and public meetings on human resources matters.
  • Consults with legal staff to ensure adherence to laws, rules, regulations, and contracts.
  • Prepares and justifies requested amounts on the department's annual budget.
  • Analyzes and prepares recommendations on proposed legislation, rules, regulations, and other matters.

Requirements

  • Experience in human resources management, particularly in workers' compensation.
  • Strong leadership and supervisory skills.
  • Ability to develop and implement policies and procedures.
  • Excellent communication and interpersonal skills.
  • Experience in budget preparation and justification.
  • Knowledge of relevant laws, rules, and regulations.

  • Experience in public sector human resources management.
