About the position

The Human Resources Manager II (Workers' Compensation) is responsible for planning and directing the work of the Workers' Compensation Division within the Department of Human Resources. This role involves representing the County in human resources matters, supervising professional staff, and ensuring compliance with policies and procedures. The position also includes overseeing program objectives, conducting research, and collaborating with various officials to implement effective human resources programs.

Responsibilities

  • Oversees and directs the work of the Workers' Compensation Division.
  • Represents the County and department in deliberations on human resources matters.
  • Plans and develops program objectives, general work plans, and timetables.
  • Recommends, formulates, and implements policies, directives, and procedures.
  • Provides administrative interpretations and reviews changes in operating practices.
  • Plans, supervises, and reviews the work of subordinates.
  • Provides advice and assistance on problem areas and assigns work to ensure compliance with deadlines.
  • Collaborates with department and agency officials to plan and implement programs.
  • Conducts research and prepares recommendations on proposed legislation and regulations.
  • Participates in the orientation, training, and development of new employees.
  • Testifies at Council, commission, board, and public meetings on human resources matters.
  • Prepares and justifies requested amounts for the department's annual budget.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree.
  • Four years of responsible professional experience in the workers' compensation functional area.
  • Two years of experience as a senior level specialist performing complex assignments.
  • Possession of a valid State of Hawai'i Driver's License (Class 3) or comparable license.
