Under direction, this position is responsible for leading recruitment strategies that align with organizational growth. Oversees the recruitment lifecycle from sourcing and assessments to onboarding, while optimizing processes and enhancing the candidate experience. Provides mentorship and guidance to a dynamic team, fostering expertise in job analysis, effective candidate evaluation, and building strong stakeholder relationships. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. * Builds and manages a recruiting performance measurement system focused on operational excellence and candidate experience. * Leads the recruitment function and team, ensuring recruitment goals are met while developing strategies aligned with County growth. * Develops and oversees metrics to evaluate recruitment effectiveness that align with strategic goals. * Ensures compliance with employment laws, maintains a positive candidate experience, and manages the entire recruitment lifecycle. * Supervises and oversees the daily operations of the assigned area by setting goals and objectives, manages schedules and work priorities, monitors and evaluates performance, facilitates access to resources and training, provides guidance and addresses issues, conducts interviews and makes hiring decisions. * Manages specialized HR projects and coordinates teams to ensure successful project execution; Leads complex HR projects, ensuring timely completion and delivering impactful outcomes. * Establishes and maintains relationships with internal departments, technical schools, universities, professional associations, and community networks to create a pipeline of qualified candidates. * Contributes to the annual HR budget by forecasting staffing needs and managing recruitment-related expenses. * Utilizes HR technology and systems, including Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS) to optimize recruitment and onboarding processes. * Collaborates with the training and development team to create development programs, including internships and apprenticeships, to support workforce growth. * Represents the Human Resources & Risk Management Department on committees and task forces as assigned. * Conducts onsite visits at worksites for meetings and engagement with staff and hiring managers. * This is a Tier 2 position, and as such will be required to report as directed during a County emergency or disaster. * Performs other duties as assigned/necessary which are related, or logical in assignment to the position. Education: Bachelor's Degree from an accredited college or university with a major in Human Resources Management, Business Administration, or closely related field. Experience: Four (4) years of progressively responsible professional experience in talent acquisition or recruitment and selection, with demonstrated expertise in full-cycle recruitment, strategic workforce planning, and data-driven decision-making, including experience recruiting hard-to-fill positions (technical, leadership, etc.) and proficiency in implementing inclusive recruitment practices to attract and engage a diverse candidate pool supplemented by two (2) years of supervisory or management experience with a focus on team leadership, mentoring, fostering staff development, and overseeing recruitment processes. An equivalent combination of education and experience may be considered. Miscellaneous: Must possess and maintain a valid Florida driver's license.•Knowledge of job analysis, recruitment practices, job descriptions, interviewing techniques, and employee selection. * Knowledge of employment laws and regulations. * Knowledge of continuous improvement and process optimization techniques. * Knowledge of Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS) software. * Knowledge of Microsoft Office Suite including Word, Excel, PowerPoint, and Outlook. * Knowledge of principles of management, supervision, team development, and collaborative work environments. * Skill in managing HR projects and leading strategic agency initiatives. * Skill in delivering exceptional customer service to all organizational levels. * Skill in applying process improvement strategies to increase efficiency. * Strong written and verbal communication skills, including group presentations. * Skill in supervising, training, and developing staff. * Skill in interpreting and applying employment rules and policies. * Skill in analyzing HR data and providing actionable recommendations. * Skill in conducting training to enhance program effectiveness. * Ability to work under pressure, handle multiple tasks, and meet tight deadlines. * Ability to manage interpersonal conflicts or difficult conversations with candidates, team members, or stakeholders. * Ability to apply workforce planning principles to meet staffing needs. * Ability to drive inclusive recruitment practices and foster a collaborative environment. * Ability to lead a recruitment team to execute strategic initiatives. * Ability to continuously refine recruitment processes to meet organizational goals, adapt to evolving industry trends, and enhance the candidate experience. PHYSICAL DEMAND REQUIREMENTS: Physical Demand: Light   - 20 pounds maximum lifting.   - Rare lifting, carrying up to 10 lbs.   - If less lifting involved will require significant walking/standing.   - Expressing or exchanging ideas by spoken word or perceiving sound by ear.   - Good eyesight for production or safety of self and others.   - Physical agility is required in kneeling, bending, stooping, and reaching.
