This is a full-time, Non-Civil Service position with the Metro Action Commission, aimed at leading the agency's Human Resources unit within the Division of Communications and Engagement. The primary objective of this role is to plan, implement, and coordinate all phases of team member engagement, new team member recruitment, retention, and wellness. The Human Resources Manager will proactively support the Human Resources Business Partner model and innovative approaches to enhance the work experiences and environments of team members. This position serves as a liaison between the Director of Communications and Engagement and hiring managers and directors, ensuring that exemplary hiring practices, policies, procedures, and HR laws are adhered to. Additionally, the role involves representing the agency in its relationship with the labor union and the Metro Government HR department, while upholding the Mission, Vision, Values, and Philosophy of the Metropolitan Action Commission. The Human Resources Manager will supervise the Human Resource Business Partners (HRBP), providing guidance, support, and engagement to assigned team members while overseeing all human resource-related duties. Confidentiality within Human Resources is paramount, and the manager will ensure that all agency policies and procedures related to HR matters are well-known by HRBPs, who will serve as subject matter experts for agency leaders and employees. The role also includes coordinating employee wellness activities, opportunities, and events, and partnering with the Communications Manager for branding compliance, marketing, and learning and development initiatives. In addition to these responsibilities, the Human Resources Manager will report and maintain data related to recruitment, retention, turnover, employee wellness, and other related metrics. The position requires consulting with the division director and impacted division leaders regarding personnel matters that require urgent attention or are sensitive in nature. The manager will prepare reports, documents, and verbal communications of a complex or sensitive nature, investigate and follow up on employee-related complaints, and ensure that job descriptions are up to date and compliant with all local, state, and federal regulations. Furthermore, the manager will develop training materials and performance management programs to ensure team members understand their job responsibilities and create a compensation strategy based on market research and pay surveys.
