About the position

The Human Resources Manager at Community Health Action of Staten Island (CHASI) plays a vital role in supporting the organization's mission by managing various HR functions. This position is responsible for overseeing the employee life cycle, including recruitment, onboarding, benefits administration, and staff engagement. The HR Manager collaborates closely with the Vice President of Human Resources to enhance staff satisfaction and ensure effective people operations within the organization, which serves a diverse community with a focus on health disparities.

Responsibilities

  • Seek out and maintain relationships with appropriate venues and stakeholders to promote employment opportunities.
  • Develop and distribute available employment opportunities on internal and external recruitment settings.
  • Represent the organization at job fairs.
  • Assist with all facets of recruitment to identify strong candidates to fill open positions.
  • Coordinate and facilitate first day onboarding processes with new hires.
  • Co-facilitate monthly orientation sessions.
  • Perform clearance and background check processes; communicate with employees and external partners as needed.
  • Review monthly benefit invoices and reconcile the benefit provider invoice information with internal backup.
  • Process benefits enrollments, terminations, changes, and COBRA notifications.
  • Facilitate benefits information sessions for staff and respond to individual benefit inquiries.
  • Represent Human Resources on internal staff committees and external partner meetings.
  • Help coordinate special events such as annual open enrollment and staff appreciation events.
  • Assist in the development, implementation, and review of staff engagement surveys and other assessment activities.
  • Create and organize paper and electronic personnel files and other records.
  • Collect and track HR-related data, meetings, events, and training participation.
  • Draft communications such as offer letters and benefits enrollment information.
  • Organize and schedule meetings for the department including onboarding and training.
  • Assist the Vice President of Human Resources in creating and implementing systems for productivity.
  • Assist with the development and implementation of HR policies and procedures.
  • Assist with internal and external reporting, employment verifications, and background checks.
  • Coordinate and track completion of all agency-wide trainings.
  • Participate in all internal and external audits requiring HR records.
  • Assist with compliance and seek out information about changing HR laws and policies.
  • Monitor Human Resources emails and respond promptly.

Requirements

  • At least 4 years of experience in a Human Resources role.
  • A degree or certification in Human Resources preferred; additional experience may be considered in lieu of a degree or certification.
  • At least 2 years of experience with project and/or people management.
  • Facilitation or public speaking experience preferred.
  • High attention to detail required; strong reading comprehension and writing skills.
  • Ability to keep information confidential and function with honesty and integrity.
  • Excellent interpersonal skills and ability to communicate with individuals at all professional levels.
  • General knowledge of local and federal employment and labor laws and practices.
  • Deadline-driven and proactive with the ability to set priorities and balance multiple tasks.
  • Excellent problem solving, strategic, and critical thinking skills.
  • Knowledge about and commitment to diversity, equity, and inclusion efforts.
  • Computer literate, including Microsoft Office proficiency; experience with Paylocity HRIS/Payroll system preferred.
