About the position

The Human Resources Manager is a pivotal role within our organization, responsible for developing, guiding, and managing the overall function of Human Resources services, policies, and programs. This position is crucial for supporting our operations at a 25 million pound per year ISR facility for Stage I and a 125 million facility for Stage III. The HR Manager will oversee all aspects of compensation and benefits programs, employee relations, and ensure legal compliance across the company. The role requires a strategic approach to recruiting and developing personnel, ensuring that the organization is staffed with qualified individuals who align with our goals and values. In this role, the HR Manager will manage the recruitment process, including interviewing, testing, and selecting employees to fill vacant positions. They will also be responsible for writing directives that advise department managers on company policies regarding equal employment opportunities, compensation, and employee benefits. A key responsibility will be to consult with legal counsel to ensure that all policies comply with federal and state laws, thereby safeguarding the organization against potential legal issues. The HR Manager will also oversee the development and maintenance of a human resources system that meets the organization's needs, ensuring that all records required by law or other departments are accurately maintained and communicated. They will identify legal requirements and government reporting regulations affecting human resources functions, ensuring that all policies, procedures, and reporting are compliant. Additionally, the HR Manager will conduct new employee orientations to foster a positive attitude toward company goals, manage record-keeping of benefits plan participation, and coordinate management training in various HR functions. They will also advise management on resolving employee relations issues, administer performance review programs, and conduct wage surveys to determine competitive compensation plans. This role requires a proactive approach to managing the human resources budget and representing the organization at personnel-related hearings and investigations.

Responsibilities

  • Manages recruitment, interviews, tests, and selection of employees to fill vacant positions.
  • Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Manages the development and maintenance of a human resources system that meets the organization's needs.
  • Oversees the analysis, maintenance, and communication of records required by law or other departments in the organization.
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Writes and delivers presentations to corporate officers, managers, or government officials regarding human resources policies and practices.
  • Manages new employee orientation to foster a positive attitude toward Company goals.
  • Manages record keeping of benefits plan participation such as insurance and pension plans, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers performance review program to ensure effectiveness, compliance, and equity within the organization.
  • Administers salary administration program to ensure compliance and equity within the organization.
  • Administers benefits programs such as life, health, and dental insurance, retirement plans, vacation, sick leave, leave of absence, and employee assistance.
  • Conducts wage surveys/reports within the labor market to determine competitive compensation plans.
  • Prepares and manages human resources budget.
  • Manages employee separation notices and related documentation and exit interview process.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Represents the organization at personnel-related hearings and investigations.
  • Manages outside suppliers to provide employee services, such as benefits administration, temporary employees, search firms, or relocation services.

Requirements

  • Bachelor's degree in business, human resources, law or other applicable field.
  • 10-15+ years of previous experience working in a human resource position is a MUST.
  • Previous mine experience is a MUST.
  • Good verbal and writing skills including the ability to read, write, and speak English.
  • Strong analytical and computer skills including Word, Excel and Outlook, PowerPoint.
  • Ability and willingness to meet business critical deadlines.
  • Strong time management and organizational skills.
  • Must have the ability to work in a team environment.
  • Knowledge of laws and regulations in the mining industry.

Nice-to-haves

  • Law degree or advanced post-secondary education a plus.
  • Human Resources certifications are a plus.
