About the position

Momentum Behavior Services (MBS) is seeking a Human Resources Manager to oversee a variety of HR functions aimed at supporting our employees and enhancing the overall workplace environment. This role involves organizing training sessions, administering employee benefits and leaves, and developing HR policies that align with our organizational goals. The HR Manager will utilize Human Resources Information Systems to maintain up-to-date and confidential employee records, ensuring compliance with all relevant laws and regulations. As the primary point of contact for HR-related inquiries, the HR Manager will address employee questions and concerns regarding benefits, payroll, and policies, fostering a supportive and informative atmosphere. In this hybrid position, the HR Manager will work three days a week at our Rochester, MN location and two days remotely. The role requires some travel to support various HR initiatives and employee engagement activities. The HR Manager will collaborate closely with managers and leadership across all levels to reinforce company culture and values, promoting initiatives that enhance employee experience and satisfaction. This position is critical in managing the talent acquisition process, which includes recruitment, interviewing, and hiring qualified candidates, as well as conducting onboarding and training programs to ensure new hires are well-integrated into the company culture. The HR Manager will also be responsible for maintaining compliance with federal, state, and local employment laws, reviewing and updating personnel policies, and staying informed about trends and best practices in human resources. By implementing effective employee benefits programs and conducting educational sessions on these benefits, the HR Manager will play a key role in enhancing employee well-being and satisfaction. This position is essential for driving initiatives that improve employee happiness, efficiency, and overall company success.

Responsibilities

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments.
  • Implements new hire orientation and onboarding programs.
  • Performs routine tasks required to administer and execute human resource programs including compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and maintains personnel policies, practices, and job descriptions to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Acts as the primary contact for employee questions related to benefits, payroll, policies, and other HR programs, and resolves issues as needed.
  • Works with the leadership team to actively reinforce company culture and values by promoting company-wide initiatives to support a positive culture and provide a great employee experience.
  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, collaborating with departmental managers to understand skills and competencies required for openings.
  • Conducts employee onboarding/offboarding, orientation and training programs.
  • Further develops formalized onboarding process to ensure new employees are effectively provided with the tools & training to be set up for success in their new roles as well as fully immersed in company culture.
  • Recommends new approaches, policies, and procedures to consistently improve on employee happiness, individual efficiency, and overall company success.
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
  • Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.

Requirements

  • 7 years HR generalist or 2 years HR Manager experience preferred.
  • HR experience in healthcare highly preferred.
  • Familiarity with the States of California and Minnesota highly preferred.
  • Experience with implementation of policies that support diversity, equity, accessibility, and inclusion (DEI).
  • Bachelor's degree or equivalent in Business Administration or Human Resources Management preferred.
  • HR or SPHR certification a plus.
  • Knowledge of federal/state labor law (Minnesota/California).
  • Preferred awareness of OSHA regulations and compliance required.
  • Understanding of personnel and compliance records management as according to HIPAA.
