About the position

The Human Resources Officer (Employee Development Manager) at the Department of Justice is responsible for coordinating, implementing, and monitoring the institution's training and employee development programs. This role serves as the primary advisor to the Warden on matters related to employee development and ensures that adequate training plans are in place for probationary staff. The position requires a strong focus on maintaining security within the institution while fostering a humane and secure environment for successful reentry of individuals into the community.

Responsibilities

  • Coordinate, implement, and monitor the institution's training and employee development program.
  • Advise the Warden on employee development matters.
  • Work with department heads to ensure adequate training plans for probationary staff.
  • Assist in the instruction of trainees enrolled in institution training courses.
  • Train and develop in-house trainers and instructors in teaching concepts and techniques.
  • Oversee the implementation and monitoring of training programs.
  • Maintain security of the institution as a primary responsibility.

Requirements

  • U.S. Citizenship is required.
  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree for GS-11.
  • At least one year of specialized experience equivalent to the next lower grade level in federal service for GS-11 and GS-12.
  • Experience in identifying employee training needs and aligning training with agency mission.
  • Experience in providing logistical support and summarizing evaluations for training classes.
  • Experience in assessing employees' need for training and aligning training with organizational goals.

  • Experience in building solid cross-functional relationships.
  • Experience in creating a training budget and managing operations within budget.
