About the position

The County of Volusia is seeking a Human Resources Officer I/II to support recruitment and employment functions within the Human Resources division. This role involves assisting departments with recruitment processes, screening applicants, administering examinations, and conducting background checks. The ideal candidate will thrive in a fast-paced environment and possess strong customer service skills.

Responsibilities

  • Serve as the NeoGov (applicant tracking system) administrator, providing access and training to new users.
  • Assist with developing, administering, and proctoring exams (i.e. skills tests).
  • Assist supervisors, managers, and directors with the recruitment process.
  • Attend and participate in job fairs.
  • Prepare position announcements for advertising.
  • Review and process job requisitions in the NeoGov applicant tracking system.
  • Review applications for completeness and screen applicants to ensure they meet minimum qualifications.
  • Work closely with the classification and compensation section to ensure job advertisements align with class specifications.
  • Conduct level I and level II background checks for candidates.
  • Present new employee orientation for the employment section.
  • Review and approve personnel actions for new hires in CGI Advantage.
  • Review conditional and confirmation offer letters for accuracy.
  • Establish and maintain routine records and files.
  • Troubleshoot problems and issues with NeoGov.
  • Observe interviews as requested by the department/division.
  • Research and make recommendations on improving recruitment and employment-related practices and procedures.
  • Provide information regarding human resources, recruitment, and employment issues.
  • Work on special projects as assigned.
  • Exercise good judgment in all tasks.
  • Respond to emergency situations as needed.

Requirements

  • Bachelor's degree in Human Resources, Organizational Development, Public Administration, Business Administration, or related field.
  • One year of Human Resources experience with the employment/selection and hiring process (preferred for HR Officer I).
  • Two years of professional level Human Resources experience in a Human Resources division (required for HR Officer II).
  • Valid driver's license at the time of hire, with the ability to obtain a valid Florida driver's license within 30 days of hire.
  • Knowledge of principles and practices of Human Resources administration and employment laws.

Nice-to-haves

  • Professional Human Resources Certifications (ATD, IPMA, PHR, SPHR) preferred.
  • American Society of Training and Development (ATD) Certification preferred (if assigned to Training).
