About the position

The Human Resources Officer I/II position at Volusia County is responsible for supporting the recruitment and employment processes within the Human Resources division. This role involves multi-tasking in a fast-paced environment, assisting with applicant screening, developing examination processes, and conducting new employee orientations. The ideal candidate will have strong customer service skills and the ability to work collaboratively with various departments.

Responsibilities

  • Assist departments/divisions with recruitment and screening applicants.
  • Develop and administer the examination process.
  • Oversee the application flow process using NeoGov (applicant tracking system).
  • Conduct background checks for candidates.
  • Present new employee orientation for the recruitment and employment section.
  • Serve as the NeoGov administrator, providing access and training to new users.
  • Prepare position announcements for advertising.
  • Review and process job requisitions in NeoGov.
  • Review applications for completeness and screen applicants for minimum qualifications.
  • Work closely with the classification and compensation section to align job advertisements with class specifications.
  • Review and approve personnel actions for new hires in CGI Advantage.
  • Establish and maintain routine records and files.
  • Troubleshoot problems and issues with NeoGov.
  • Attend and participate in job fairs.
  • Research and make recommendations on improving recruitment practices.
  • Respond to emergency situations.

Requirements

  • Bachelor's degree in Human Resources, Organizational Development, Public Administration, Business Administration, or related field.
  • One year of Human Resources experience with the employment/selection and hiring process (for Officer I).
  • Two years of professional level Human Resources experience (for Officer II).
  • Valid driver's license at the time of hire, with the ability to obtain a Florida driver's license within 30 days of hire.

Nice-to-haves

  • Professional Human Resources Certifications (ATD, IPMA, PHR, SPHR) preferred.
  • American Society of Training and Development (ATD) Certification preferred (if assigned to Training).
