About the position

The Human Resources Officer I/II position at Volusia County is responsible for supporting the recruitment and employment processes within the Human Resources division. This role involves multi-tasking in a fast-paced environment, assisting departments with recruitment, screening applicants, administering examinations, and conducting background checks. The officer will also present new employee orientations and manage the applicant tracking system, NeoGov.

Responsibilities

  • Serve as the NeoGov administrator, providing access and training to new users.
  • Assist with developing, administering, and proctoring exams.
  • Support supervisors and managers in the recruitment process.
  • Participate in job fairs to promote job openings.
  • Prepare position announcements for advertising.
  • Review and process job requisitions in NeoGov.
  • Screen applications to ensure candidates meet minimum qualifications.
  • Collaborate with the classification and compensation section for job advertisements.
  • Conduct level I and II background checks for candidates.
  • Present new employee orientation for the employment section.
  • Review and approve personnel actions for new hires in CGI Advantage.
  • Ensure accuracy of conditional and confirmation offer letters.
  • Establish and maintain routine records and files.
  • Troubleshoot issues with NeoGov.
  • Observe interviews as requested by departments.
  • Research and recommend improvements for recruitment practices.
  • Provide information on human resources and recruitment issues.
  • Work on special projects as assigned.
  • Exercise good judgment in all tasks.
  • Respond to emergency situations as needed.

Requirements

  • Bachelor's degree in Human Resources, Organizational Development, Public Administration, Business Administration, or related field.
  • One year of Human Resources experience with the employment/selection and hiring process (preferred for HR Officer I).
  • Two years of professional level Human Resources experience (required for HR Officer II).
  • Valid driver's license at the time of hire, with a Florida driver's license required within 30 days of hire.

Nice-to-haves

  • Professional Human Resources Certifications (ATD, IPMA, PHR, SPHR) preferred.
  • American Society of Training and Development (ATD) Certification preferred (if assigned to Training).
