About the position

The Human Resources Officer II position within the Labor Relations Section of the Hawaiʻi State Department of Education is a critical role that operates under the general supervision of the Personnel Specialist III. This position is responsible for serving as a primary resource for various union contracts, including those for Blue-Collar and White-Collar employees, as well as Registered Professional Nurses and other specialized units. The officer will assist in the interpretation and application of these contracts to ensure compliance and understanding among school, complex, and state managers. In addition to contract interpretation, the officer will coordinate and advocate for grievances arising from union contracts. This includes representing the department at the Superintendent's level, arranging hearings, conducting research for grievances, and preparing cases for arbitration. The role also involves mediating disputes and providing assistance to department managers in administering disciplinary actions against personnel. The Human Resources Officer II will work closely with other department offices to collectively represent the Superintendent in matters related to collective bargaining agreements. The officer will also be responsible for developing and conducting workshops on contract administration and collective bargaining for administrators across various complex areas. Furthermore, the officer will review departmental documents for contractual implications and perform other related duties as assigned.

Responsibilities

  • Develop, modify, and conduct workshops on contract administration and collective bargaining for administrators.
  • Review departmental documents for contractual implications and perform related duties as assigned.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in business administration with a specialization in human resource management or management with coursework in personnel administration and industrial relations.
  • Four years of responsible professional work experience in specialized areas of human resource management, with at least one year in an education program, agency, or system.
  • An equivalent combination of education and experience may be acceptable.
