About the position

The Human Resources Operations Manager at Southland Credit Union is responsible for designing, planning, and implementing human resources and payroll programs and policies. This role focuses on aligning HR strategies with organizational goals while ensuring compliance with state and federal laws related to payroll and human resources. The position requires a hands-on approach to managing various HR functions, including compensation, benefits, leave management, and health and safety.

Responsibilities

  • Review and audit payrolls for compliance with company policies and regulations.
  • Ensure proper completion of payroll-related data such as commission payments, 401k, and insurance.
  • Create and interpret company policies and government regulations affecting payroll procedures.
  • Review quarterly tax filings and year-end W-2s for accuracy and compliance.
  • Perform audits to ensure compliance in payroll-related areas including tax withholdings and garnishments.
  • Maintain post payroll processing reports for compliance purposes.
  • Collaborate with the Payroll Analyst on payroll audits and communicate issues to the VP of HR.
  • Process payroll as a backup to the Payroll Analyst as needed.
  • Administer compensation and benefit plans in partnership with the VP of HR.
  • Prepare reports and make recommendations as necessary.
  • Review compliance with mandatory training in partnership with the Training Director.
  • Ensure compliance with HRIS (ADP) system for data accuracy.
  • Complete required state and federal agency reporting in a timely manner.
  • Analyze trends in employee data and manage employee leaves of absence.
  • Organize employee performance review processes and guide management in evaluations.
  • Maintain compliance with employment laws and update policies as needed.
  • Stay informed on trends and regulatory changes in HR and employment law.
  • Develop and implement HR strategies aligned with business strategy.

Requirements

  • At least 7 years of progressive experience in human resources leadership with a focus on compliance.
  • At least 5 years of payroll management experience.
  • 5 years of experience with ADP Workforce Now.
  • Bachelor's degree in Human Resources, Business, or a related field.
  • Human Resources certification (e.g., PHR, SHRM-CP) preferred.
  • Certified Payroll Professional Certification preferred.
  • Strong knowledge of Federal and California employment laws.
  • Proficient in Microsoft Office applications including Word, Excel, PowerPoint, Visio, and ADP WFN.
