About the position

The Human Resources Policy Specialist at AvantGarde, LLC plays a crucial role in supporting the United States Capitol Police (USCP) by developing and revising HR policies and standard operating procedures (SOPs). This full-time position involves a hybrid work model, with three days of remote work and two days on-site. The specialist will collaborate with program managers and stakeholders to ensure compliance with government regulations and industry standards while enhancing HR practices within the agency.

Responsibilities

  • Interview program managers and stakeholders to understand HR policies, procedures, and operations.
  • Assist in the technical writing or revision of HR policies across various functional areas.
  • Ensure policies and manuals comply with government regulations and industry standards.
  • Develop standard operating procedures, manager tool-kits, and online resource guides on HR topics.
  • Determine the need for written policies and oversee their development.
  • Initiate and formulate Federal HR policies within a Legislative Branch context.
  • Participate in special analyses or studies on HR policy matters for executive decision-making.
  • Interpret existing USCP HR policies and develop strategies for new policies.
  • Identify discrepancies in policy and instruct staff on corrective actions.
  • Research and suggest improvements to existing policies.
  • Track the development progress of policies and SOPs, providing status updates.
  • Develop review protocols to ensure policies and SOPs are current and up to date.
  • Implement internal audit protocols to measure effectiveness and compliance of existing policies.

Requirements

  • Degree in HR or related field strongly preferred.
  • Minimum of 5 years of active technical Federal experience in a senior HR Specialist or HR Consultant role.
  • Experience briefing Federal executives on HR policy guidance and recommendations.
  • Excellent oral communication skills for articulating complex programs and policies.
  • Exceptional writing skills with attention to detail for producing error-free documents.
  • Experience as an HR Specialist in the Legislative Branch or an Excepted Service agency is highly desired.
  • At least 2 years of experience supporting a Federal agency with special studies and white papers.
  • Experience with internal auditing procedures is preferred.
  • Exceptional organizational skills and ability to handle multiple priorities.
  • Excellent analytical and research skills.
  • Demonstrated customer service skills.
  • Ability to innovate and recommend novel approaches to Human Capital goals.
