About the position

The Human Resources Representative (Human Resources Operations Specialist) plays a crucial role in providing professional Human Resources services aimed at attracting, engaging, and retaining a workforce that reflects and serves the community of Bloomington, MN. This position primarily focuses on staffing and recruiting, job classifications, employee success, training and development, and employee relations. The representative is expected to model and contribute to a positive work environment, fostering a culture of communication, engagement, and safety. Effective communication with employees and the public, particularly those from diverse backgrounds, is essential. The role requires cooperation as a team member and the ability to develop and maintain effective working relationships with coworkers and community members, demonstrating self-awareness and empathy in all interactions. The responsibilities include supporting staffing and recruiting activities by assisting in the development of job descriptions and qualifications, posting positions, screening applications, managing the hiring process, coordinating pre-employment examinations, maintaining eligibility lists, and processing resignations. The representative will also organize and implement a new employee orientation program that reflects the City's values and assist HR staff in organizing employee service awards. Additionally, the role involves maintaining and updating the Compensation Plan, supporting HR Business Partners in assessing positions for creation and reclassifications, and assisting the Human Resources Manager with collective bargaining proposals and processing union grievances. The representative will also assist in research projects, salary surveys, compensation studies, and processing unemployment claims, along with other related duties as assigned by the Human Resources Manager.

Responsibilities

  • Support staffing and recruiting activities by developing job descriptions and qualifications.
  • Post positions and screen applications for potential candidates.
  • Manage the hiring process and coordinate pre-employment examinations.
  • Maintain eligibility lists and process resignations.
  • Organize and implement a new employee orientation program that reflects the City's values.
  • Assist HR staff in organizing and implementing employee service awards.
  • Maintain and update the Compensation Plan.
  • Support HR Business Partners in assessing positions for creation and reclassifications.
  • Assist the Human Resources Manager with developing proposals in collective bargaining.
  • Support the Human Resources Manager in processing union grievances.
  • Complete research projects, salary surveys, and compensation studies.
  • Assist with processing unemployment claims.
  • Perform other related duties as assigned by the Human Resources Manager.

Requirements

  • Bachelor's Degree in business administration, industrial relations, or related field, and four (4) years of Human Resources experience; or SHRM Certification and five (5) years of Human Resources experience.
  • Two years of responsible experience in recruitment, including examinations, interviewing, and onboarding.
  • Ability to prioritize workload appropriately and complete work assignments relative to quality.
  • Awareness and understanding of new personnel techniques.
  • Effective oral and written communication skills with employees and others.
  • Ability to identify problem areas and recommend corrective actions.
  • Strong analytical skills and good judgment.
  • Ability to establish and maintain effective working relationships.
  • Excellent customer service skills and responsiveness to employee needs.
  • Cultural competency and support for the City's mission and values.

Nice-to-haves

  • Advanced college degree in business administration, industrial relations, or a related field.
  • SHRM Certification.
  • Experience working in a public sector human resources department.
  • Working knowledge of public sector employment laws.
  • Experience with an HRIS System and NEOGOV or similar applicant tracking system.
  • Proven ability to navigate complex employee relations issues.
  • Strong organization and project management skills.
