About the position

The City of Lynwood is seeking a dedicated and skilled individual to fill the position of Human Resources & Risk Analyst or Human Resources & Risk Specialist within the Human Resources Department. This role is essential in supporting the City’s Human Resource and Risk Management programs, ensuring compliance with policies and regulations while fostering a positive work environment. The selected candidate will work under the general supervision of the Senior HR Analyst and the Director of Human Resources, engaging in a variety of professional and analytical activities that contribute to the effective management of human resources and risk management functions. The Human Resources & Risk Analyst position is designed for individuals who are at the entry to journey level in the professional human resource management series. The incumbent will be responsible for performing professional assignments in various Human Resource and Risk program areas while gaining knowledge of City policies, procedures, and legal requirements. As they gain experience, they will be expected to carry out their responsibilities with a significant degree of independence, demonstrating initiative, creativity, and sound professional judgment. On the other hand, the Human Resources & Risk Specialist role involves performing general and moderately complex technical and administrative support for the City’s human resources and risk management programs. This position requires a broader understanding of human resources responsibilities and specialized knowledge of employment practices and procedures. The ideal candidate will be committed to maintaining outstanding customer service, demonstrating a positive attitude, and showing a passion for public service. They will also be expected to handle confidential information with discretion and integrity, ensuring a welcoming atmosphere for employees, peers, and the public.

Responsibilities

  • Meet with department representatives to evaluate job skill and recruitment needs; plan and implement recruitment strategies and programs; ensure compliance with City policies and procedures during recruitment phases.
  • Conduct position classification studies; audit and prepare new or modified job analysis documents and class specifications; recommend classifications for new or modified positions.
  • Assist in administering the City's labor relations, including the negotiations process; evaluate and interpret changes to bargaining unit Memoranda of Understanding and recommend necessary changes to Human Resources policies.
  • Interpret and explain policies, procedures, rules, and regulations to City Management, staff, and the public; analyze proposed legislation for impacts on City Human Resources programs.
  • Assist in administering City Equal Employment Opportunity and ADA policies; investigate employee complaints and prepare reports related to Equal Employment Opportunity and ADA.
  • Participate in administering City benefit plans and programs, including retirement, health, dental, vision, life, and other employee benefits.
  • Perform special research and conduct studies as assigned; draft reports, memoranda, and other materials as needed.
  • Coordinate new employee orientation and explain personnel requirements and benefit plans; ensure employment records are verified and personnel files are complete.

Requirements

  • Two years of progressively responsible Human Resources and/or Risk Management experience in recruitment and selection, benefits, or employee relations; experience in a governmental setting is preferred.
  • Graduation from a four-year college or university with a Bachelor's degree in public or business administration, human resources, psychology, or a related field is desirable; degree may be substituted for five years of comprehensible experience.
  • Possession of a valid California Class C driver's license and a good driving record; subject to enrollment in the California DMV Pull Notice Program.

Nice-to-haves

  • Experience in a municipal work environment.
