About the position

The Health and Human Services Commission (HHSC) is seeking a highly qualified Human Resources Employee Relations Specialist to perform advanced HR work focused on employee relations activities. This role involves analysis, problem-solving, conflict resolution, and providing guidance to managers and employees to minimize legal risks and ensure compliance with relevant laws and HR policies. The position operates under limited supervision, allowing for considerable initiative and independent judgment.

Responsibilities

  • Consults and provides guidance on HR-related issues including selections, drug testing, background checks, leave issues, workplace violence, and worker's compensation.
  • Advises on corrective and disciplinary actions related to employee conduct and performance issues.
  • Consults with the Office of Chief Counsel and Civil Rights on employee relations matters.
  • Provides guidance on Family and Medical Leave Act (FMLA) compliance to agency management and employees.
  • Develops and conducts training on HHS HR policies and procedures for managers and employees.
  • Reviews criminal history records and provides guidance on employment eligibility determinations.
  • Coordinates and monitors HR benefit and compensation actions such as promotions, demotions, and merit raises.
  • Communicates with various stakeholders on HR-related matters.
  • May serve as a subject matter expert in agency unemployment hearings and grievance proceedings.

Requirements

  • Knowledge of public sector human resources administration.
  • Knowledge of human resources management principles and practices.
  • Knowledge of HR programs such as employment, compensation, employee relations, and benefits.
