About the position

The Human Resources Employee Relations Specialist at the Health and Human Services Commission (HHSC) is responsible for advanced human resources work, focusing on employee relations activities. This role involves providing guidance, analysis, and consultation to managers and employees to ensure compliance with federal and state laws, as well as HHS HR policies. The specialist will work under limited supervision, utilizing independent judgment to address various HR-related issues.

Responsibilities

  • Consults and provides guidance on human resources issues including selections, drug testing, background checks, and workplace violence.
  • Advises on corrective and disciplinary actions related to employee conduct and performance issues.
  • Provides guidance on Family and Medical Leave Act (FMLA) matters to ensure compliance with regulations.
  • Develops and conducts training for managers and employees on HR policies and procedures.
  • Reviews criminal history records and provides guidance on employment eligibility determinations.
  • Coordinates and monitors human resource benefit and compensation actions such as promotions and merit raises.
  • Communicates with various stakeholders regarding HR-related matters.
  • Serves as a subject matter expert in agency unemployment hearings and grievance proceedings.

Requirements

  • Graduation from a four-year college or university with major coursework in human resources management, business, or public administration is preferred.
  • Experience in human resources or a closely related field.
  • Experience interpreting and applying HR policies and procedures.
  • Experience advising and counseling management and employees on HR issues.
  • Experience with data entry and analysis from automated systems.

Nice-to-haves

  • Experience in public sector human resources administration.
  • Knowledge of human resources management principles and practices.
  • Skill in consensus building and negotiation.
