About the position

The Human Resources Specialist V position at the Department of Family and Protective Services (DFPS) is a senior-level role that reports directly to the HR Manager. This position is responsible for providing comprehensive human resources management support to the HR Office, engaging in highly complex HR tasks that require a deep understanding of employee relations and HR policies. The specialist will offer guidance, advice, and consultation to employees, supervisors, and managers on various HR-related matters, ensuring that all actions align with established policies and procedures. In this role, the specialist will develop solutions to complex problems, participate in HR planning and policy-making, and assist in resolving employee-related issues. The position involves interpreting HR policies for both management and staff, developing and implementing training programs on employee relations, and attending management advisory meetings to address performance and behavior issues. The specialist will act as a strategic partner and subject matter expert in HR, providing technical support for various HR activities, including hiring processes, employee relations, and departmental communications. Additionally, the specialist will be involved in the development, review, and implementation of HR policies and procedures, conducting research and analysis to identify areas for improvement. The role requires drafting a variety of written communications and informational materials, coordinating job analysis and classification processes, and providing consultative assistance to agency management on HR-related issues. The specialist will also be responsible for ensuring compliance with state and federal employment laws and regulations, making this a critical position within the DFPS HR team.

Responsibilities

  • Provide guidance, advice, and consultation to employees, supervisors, and managers on employee relations and human resources related matters.
  • Develop solutions to problems with procedures or applications of policy and participate in human resources planning and policy making.
  • Assist agency managers with issues regarding agency job notice postings, hiring policies and processes, screening, interviewing, and hiring issues, and applicant selection policies and procedures.
  • Conduct special exit interviews as requested by DFPS agency management.
  • Investigate and review employee complaints and issues when requested by DFPS management.
  • Develop, review, revise, and implement HR policies, procedures, guidelines, handbooks, and forms.
  • Research, analyze, and identify areas for change and make recommendations to improve HR policies, procedures, and operations.
  • Prepare, design, and draft a variety of informational materials and correspondence including presentations, research, technical documents, and communications using various office software programs.
  • Provide consultative and technical assistance to staff and management on issues, rules, and policies relating to human resources management.
  • Represent the HR Office at meetings, conferences, and workgroups.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Two years of experience in human resources interpreting and applying policies and procedures to staff and the general public.
  • Experience advising and counseling management staff and employees on complex human resource management issues.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Visio.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification is preferred.
  • Knowledge of state and federal employment laws, rules, and guidelines.

Nice-to-haves

  • Experience entering, updating, retrieving, and analyzing information from automated systems.
  • Major course work in human resources management, business or public administration, or organizational development.
