About the position

The Human Resources Specialist 1 will serve as a business partner to the Department's programs, providing comprehensive personnel management services. This role involves collaboration with designated program areas to administer staffing and recruitment, position classification, examination planning, and management of employee probation and leaves of absence. The specialist will also provide technical assistance regarding Civil Service Law and agency policies, conduct research and analysis on HR topics, and represent the Department at job fairs and recruitment events.

Responsibilities

• Provide a full spectrum of personnel management in collaboration with designated program areas.
• Administer staffing and recruitment processes.
• Manage position classification and examination planning.
• Oversee employee probation and leaves of absence.
• Provide technical assistance in the administration and interpretation of Civil Service Law and agency policies.
• Research and analyze documentation for various HR topics.
• Identify business process improvement opportunities and develop recommendations.
• Represent the Department of Health at job fairs and recruitment events.

Requirements

• A bachelor's degree and two years of professional human resources experience.
• Strong service-oriented focus and collaboration skills.
• Strong written, interpersonal, and communication skills.
• Ability to work in a fast-paced environment with changing priorities and deadlines.
• Ability to work successfully as part of a team and independently.
• Strong attention to detail.
• Strong computer skills, including experience with Microsoft Excel, Word, SharePoint, and Outlook.
